CCTV News: Skills are the key skills of industrial workers. There are more than 200 million skilled workers in my country, of which more than 60 million are high-skilled talents. However, compared with the requirements of implementing the strategy of building a strong country in manufacturing and promoting high-quality development, problems such as insufficient total number of skilled talents, unreasonable structure, and mismatch in technical positions are still prominent. How to gather all parties to solve these problems? During the Two Sessions last year, the Federation of Trade Unions of the National Committee of the Chinese People's Political Consultative Conference submitted a proposal on "Establishing and Improving the Incentive Mechanism of Industrial Workers with Innovation Skills Orientation" to help the relevant departments introduce and implement relevant policies.

In January this year, the Ministry of Human Resources and Social Security, the National Development and Reform Commission and other eight departments jointly issued the "Opinions" to further activate the main role of skilled talents in various enterprises and promote employees' skills increase, skills increase income, and enterprise efficiency increase.

Industrial workers are the backbone forces in implementing the innovation-driven development strategy and accelerating the construction of a manufacturing power. To accelerate the construction of a large army of knowledge-based, skill-based and innovative industrial workers, the focus of attention of the Federation of Trade Unions of the National Committee of the Chinese People's Political Consultative Conference, where Member Wang Xiaofeng is located, has always been concerned. During the 2024 National People's Congress, the proposal "On Establishing and Improving the Incentive Mechanism of Industrial Workers with Innovation and Skills Orientation" submitted by the Federation of Trade Unions has put forward a series of suggestions on the shortage of skilled talents, prominent employment structural contradictions, and weak attractiveness of industrial workers' occupations. The proposal has also been listed as a key proposal of the National Committee of the Chinese People's Political Consultative Conference.

Wang Xiaofeng, a member of the National Committee of the Chinese People's Political Consultative Conference and former Minister of the Labor and Economic Work Department of the All-China Federation of Trade Unions, said that the manufacturing industry is accelerating towards intelligence, informatization and digitalization. This situation requires higher and higher requirements for the quality of skilled workers. From now on, there is still a big gap between the total quantity and quality of skilled workers and the situation requirements. The endogenous motivation of skilled workers has been further stimulated, stimulating the enthusiasm, initiative and creativity of the vast number of industrial workers to learn technology and skills.

For proposal work, putting forward high-quality proposals is only the first step. If a proposal is to achieve good results, processing and supervision are key links. Last year, the Social and Legal Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference, together with the All-China Federation of Trade Unions and the proposal handling units, the Ministry of Education and the Ministry of Human Resources and Social Security, formed a research team to Hubei, Beijing, Guangxi and other places for on-site investigations, and held a proposal handling consultation meeting on site, and jointly explored ways to solve the problem through various channels such as research and discussion.

Over the past year, the pertinent opinions and suggestions in the proposal have been transformed into practical work measures one after another. The Ministry of Human Resources and Social Security has vigorously promoted the "new eight-level workers" vocational skills level system, guided local enterprises to introduce supporting measures, guided the improvement of the salary distribution system that conforms to the characteristics of skilled talents, and strengthened the skill value incentive orientation of wage income distribution. The Ministry of Education took the lead in issuing the "Outline of the Planning for Building a Strong Education Country (2024-2035)", proposing to accelerate the construction of a modern vocational education system and cultivate craftsmen, skilled craftsmen, and high-skilled talents in major countries. In October last year, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Deepening the Reform of the Industrial Workers' Team Building", promoting the continuous deepening and practical production reform work at a high level.

Wang Xiaofeng said that the CPPCC's participation in politics and policy decisions has received attention from the central and relevant central departments. The introduction of a series of policy measures has allowed everyone to see the country's determination to continue to promote industrial reform. The key is to implement policies in detail and achieve results. As a member of the CPPCC, he will continue to conduct good research, actively make suggestions, and contribute wisdom and strength to deepen the reform of the industrial worker team.

At this year's Two Sessions, the Federation of Trade Unions will continue to pay attention to the relevant content of deepening the reform of the industrial workers' team building, and put forward suggestions on further improving the innovative skills-oriented incentive mechanism and implementing the main responsibilities of enterprises in cultivating industrial workers.

Yang Junri, member of the National Committee of the Chinese People's Political Consultative Conference and former director of the Social Liaison Department of the All-China Federation of Trade Unions, said that in today's world, science and technology are developing rapidly, factory equipment is becoming more and more intelligent, and AI technology is even more renovated. Industrial workers urgently need to achieve the transformation from craftsman to craftsman, with both technology, innovative thinking and the ability to solve various problems, and should regard skill training as an important part. At present, due to cost considerations and employee job change, small and medium-sized enterprises still have the tendency to "focus on use and neglect training" for employees. It is recommended that relevant departments should also urge enterprises to fully withdraw employee education and training funds in accordance with the law for employee training, and at the same time include enterprise training in the scope of their social responsibilities for supervision.

Liu Zheng, a member of the National Committee of the Chinese People's Political Consultative Conference, director of the CNC Processing Technology Research Office of China Aerospace Science and Technology Corporation, and Capital Aerospace Machinery Co., Ltd., said that in the field of intelligent manufacturing, enterprises have less demand for workers on assembly lines, but the demand for workers in composite technical and skilled industries is increasing. It is recommended that vocational education and general higher education jointly train students so that they can independently choose knowledge or skill courses according to national needs and personal interests, open up career development paths that connect different sequences of academic degrees and vocational skills levels from the source, and cultivate talents for the country in an unconventional manner.
