At present, smart agriculture, with its technological empowerment and innovation-driven characteristics, has continuously broken the shackles of traditional agricultural development, stimulated the endogenous driving force of rural development, and became a key force in agricultural change and rural development.
In recent years, my country has accelerated the promotion of smart agriculture marked by informatization, digitalization, intelligence and unmanned development, and regards the development of digital agriculture as an important means to promote agricultural transformation and upgrading and promote agricultural modernization development. From the scientific and technological peach planting in Shenzhou, Hebei to the unmanned farms in Jiangsu, to the promotion of automatic hydroponic greenhouse technology in Shandong, the charm of smart agriculture is everywhere. A variety of comprehensive agricultural scientific and technological achievements in a variety of aerospace and earth are widely used in all aspects of agricultural farming, management and harvesting, and "new agricultural tools" are emerging in various digital application scenarios.
The issuance of documents such as "National Informationization Plan for the 14th Five-Year Plan", "Plan for Promoting Agricultural and Rural Modernization in the 14th Five-Year Plan", and "National Smart Agriculture Action Plan (2024-2028)" places smart agriculture in a prominent and important position. The smart agriculture policy system is becoming more and more perfect: establish a mechanism for promoting smart agriculture work, establish a smart agriculture expert advisory committee, support the construction of a number of national smart agriculture innovation application projects, carry out in-depth pilot maturation, promotion and application of domestic smart agriculture technology, and accelerate the promotion and application of smart agriculture-related technologies. Data shows that as of now, a total of 34 national digital agricultural innovation centers and sub-centers have been supported; the number of registered users of the "Agriculture Direct" APP has reached 1.08 million; the "full agricultural code" has achieved effective correlation of "land, people, things, money, and affairs", with a total of more than 2.276 billion codes.
Some problems also exist. For example, rural network coverage is incomplete, low network quality and low penetration of smart devices, especially in remote areas, signal instability affects the application of IoT devices. For example, there are barriers to high technical costs and data application. Many high-tech industrial equipment has not yet achieved mass production at low cost, which is difficult for small and medium-sized farmers to afford; cross-departmental data silos are prominent, analysis capabilities are limited, technical solutions cannot be fully adapted according to local conditions, and application scenarios are limited. In addition, in rural areas, people have relatively low digital literacy, traditional concepts restrict technology promotion, and insufficient sustainability of industrial supporting funds. In the future, multiple measures are needed to unleash the greater potential of smart agriculture.
Make efforts in the same direction in many fields such as top-level design, technological innovation and talent support. Through systematic reform, smart agriculture will be transformed from "demonstration bonsai" to "industrial forest". Implement subsidy policies to reduce application costs. While enhancing information network coverage and strengthening the equipment of information products, we must increase financial and financial support, provide certain proportion of subsidies to core equipment such as smart agricultural machinery, reduce taxes and fees for enterprises that develop smart agricultural technology, and encourage banks and other financial institutions to develop financial products to promote smart agriculture. Led by government departments, unified equipment interface, data collection and transmission standards are formulated, national agricultural big data platforms are established, and data barriers are broken.
Continue to stimulate the innovation vitality of enterprises and actively explore the smart agricultural market. Give full play to the important role of enterprises as the main body of agricultural science and technology innovation, support and encourage relevant enterprises to overcome key core technologies, and promote the establishment of a smart agricultural technology system. Scientific research institutions and enterprises are encouraged to jointly develop sensors, drones, intelligent agricultural machinery and equipment and other technical products suitable for local agricultural production, and accelerate the process of new smart agriculture technologies moving from laboratories to fields. Cultivate a group of high-tech agricultural enterprises. Promote cooperation between leading agricultural enterprises and technology companies, explore the "technology investment + income sharing" mechanism, and use artificial intelligence, big data technology and other technologies to develop value-added agricultural data services, such as agricultural product futures insurance and precise marketing platforms based on big data to expand corporate profit channels.
In addition, cultivate a team of professional talents to enhance farmers' participation and sense of gain. Focusing on the innovative organizational methods of smart agriculture, an incentive mechanism will be formulated to attract highly educated talents to engage in smart agricultural production, so that capable people can take root in the fields, cultivate and strengthen a group of compound talents who understand technology, manage and operate well, and inject new vitality into the significant improvement of agricultural intelligence. By establishing a layered training system, relying on agricultural and broad schools and vocational colleges, we will carry out professional training related to smart agriculture for farmers and grassroots agricultural technicians, teach practical skills such as smart device operation and e-commerce operation, and encourage agricultural practitioners to master advanced science and technology and scientific agricultural management methods.
