The Ministry of Natural Resources and the State Forestry and Grassland Administration have thoroughly implemented the important concept of "green water and green mountains are gold and silver mountains". Explore effective implementation paths from theory and practice, among which forest economy is a vivid practice of practicing this concept. In 2024, many representatives and members put forward some suggestions on this issue. The suggestions mainly focus on improving forest land utilization, improving support policies, and standardizing public welfare forest management. The Ministry of Natural Resources attaches great importance to it, conducts serious research and prompt handling. On the basis of in-depth research, it also strengthens communication and coordination with relevant departments, and has promoted implementation from the following aspects.

First, strengthen policy guidance. In conjunction with relevant departments, we have issued opinions on scientifically utilizing forest land resources to promote high-quality development of woody grain and oil and forest economy, clarify the development direction of forest economy, and revitalize the land transfer of forest land, and include under-forest planting and under-forest breeding in the green industry guidance catalog. All localities are encouraged to actively explore innovative mechanisms.

Secondly, strengthen financial support. In conjunction with relevant departments, we have issued development-oriented and policy-oriented financial policies, included "forestry industry development" in the main scope of support, and issued the central government's agricultural insurance premium subsidy management measures, which clearly included public welfare forests and commercial forests that have basically completed the reform of the forest rights system, have clear property rights, and are normal production and management in the scope of policy guarantee.

The next is to strengthen the cultivation of business entities. Since 2013, we have created 677 national forestry key leading enterprises, 75 national forestry industry demonstration parks, and 649 forest economic demonstration bases have been recognized. They are innovative in terms of operating mechanisms, interest linkage mechanisms, etc., and have played a good demonstration and leading role, effectively driving farmers' income to increase their income and become rich, and promoting regional economic development.
