In order to enable young talents to "live in a place and have a good living", Beijing Economic and Technological Development Zone recently launched a stepped-level housing system for fresh graduates with "7-day free accommodation for job seeking - 3-month free short-term rental for internships - 3-year preferential long-term rental for employment". This is the first time that Beijing has launched such a policy in the city.

In recent years, Zhengzhou, Shenzhen, Hangzhou, Xiamen and other places have combined their own industrial characteristics and talent strategies to introduce differentiated accommodation policies for young talents. Some provide free accommodation, some provide rental subsidies, and some build talent apartments... All of them are to help young talents solve housing problems and promote more people from "bringing in" to "staying behind".

The "Implementation Rules for Accommodation Guarantee for Fresh College Students in Beijing Economic and Technological Development Zone (Trial)" has proposed a stepped housing support model for fresh college students, internships, and employed fresh college students for the first time in the city, namely, free accommodation for 7 days for job seeking, free short-term rental for 3 months of internships, and preferential long-term rental for 3 years of employment. All fresh graduates with bachelor's degree or above who are looking for a job in the Economic and Technological Development Zone can enjoy this policy.

Li Bing, Director of the Organization and Personnel Department of the Working Committee of Beijing Economic and Technological Development Zone, introduced that this year, the Economic and Technological Development Zone learned that enterprises have a large demand for fresh college students through face-to-face communication.

Li Bing: We have heard the demands of enterprises and the demand for talents is still relatively large, especially for fresh college students. The company said that college students still have certain high cost problems when seeking jobs in Beijing. Therefore, at the time of spring recruitment, we have also issued relevant policies on accommodation guarantee for fresh graduates, which is also to help enterprises stabilize young talents. Since its release, it has received widespread attention from students and enterprises. There are about hundreds of consultation calls every day, and we have answered them in detail one by one.

Li Bing further stated that the Economic and Technological Development Zone is an industrial functional area and pays great attention to talents. The step-by-step housing system is mainly considered from several key nodes in the growth of young talents.

Li Bing: When working-seeking college students provide 7-day free accommodation, they can have enough time to complete an interview in the Economic and Technological Development Zone. At the same time, they can take a walk in our industrial new city to further understand the appearance of enterprises and cities in the district, so that students are willing to come; when facing intern college students, enterprises in the district cooperate more with universities in Beijing, and 3 months of free accommodation can help enterprises reduce employment costs, and on the other hand, they can also solve their worries for intern college students; preferential housing for employed college students for 3 years can meet the accommodation needs of talents in the early stage of talent growth, and can also connect with other talent housing security policies in the Economic and Technological Development Zone after 3 years.

For fresh graduates who have signed labor contracts with enterprises in the Economic and Technological Development Zone, in addition to enjoying the benefits of free rent for three months, they can also enjoy three years of rental subsidy after the rent-free period. The first year subsidizes 75% of the market price rent, the second year subsidizes 50% of the market price rent, and the third year subsidizes 25% of the market price rent.

In addition, the detailed rules also provide individual special rewards for entering the district for full-time fresh graduates from "Double First-Class" construction universities and construction disciplines for one year, and for three consecutive years, each with a special reward for entering the district of 50,000 yuan per doctoral student, 30,000 yuan per master's student, and 10,000 yuan per undergraduate student per year.

As of now, Beijing Economic and Technological Development Zone has coordinated 280 housing units in the area, concentrated in three buildings in a new youth town. Li Bing said that by accurately matching young people's housing needs from job hunting to employment, economic pressure can be alleviated and cities' attractiveness to talents can be enhanced.

Li Bing: The houses we provide are standard open apartments with an area of ​​18 square meters and are distributed in the park. The floors are 1 to 3 floors. The room is equipped with beds, desks, wardrobes and other furniture, all with independent bathrooms, heating and cooling wall-mounted split air conditioners, cable TV, Internet and other entertainment facilities, and a fresh air system is available in the public corridor. The same houses provided by the project currently are considered for interview job seekers to refer to hotel management and provide bedding and disposable items. In order to meet the daily needs of residents, the project has added an outdoor basketball court, an indoor gym, a self-service laundry room and a self-service vending machine, a park convenience store is improved, and electric vehicle charging facilities are added. The project has opened a morning and evening shuttle bus, set up a Jinghai Road subway station and a secondary subway station, and radiate to the core area of ​​the Economic and Technological Development Zone, the Ludong Industrial Zone and the Information and Innovation Park area through the subway.
