The Ministry of Water Resources Monitoring showed that as of February 25, the Yellow River had a total of 94.2 kilometers of rivers, and the remaining 634.2 kilometers of rivers were sealed. During the river opening period, the ice gathered in the frozen section of the Yellow River melts into water, mixed with a large amount of ice radiates. At the same time, affected by the flow of the river, when the upper reaches of the Inner Mongolia section of the Yellow River are thawed, the downstream is still frozen, which is easy to form an ice blocked ice dam, affecting the flood level and stabilize the drainage. Therefore, the river opening period is a period of outbreak of ice flood risk and a critical period for preventing ice.

The Ministry of Water Resources' consultation and analysis showed that the temperature of the Yellow River during the opening period this year is generally high. If the temperature rises sharply in the later period and the frozen river sections thaw rapidly, the water in the river may be concentrated in a short period of time, which is easy to form a large flue flood process, which will affect the safety of water conservancy projects and low-lying beaches along the route. At the same time, the embankment that is soaked in water in the Inner Mongolia river section is 111 kilometers long, and most of the embankment are earth and sand embankments. They are soaked in water for a long time, and the risk of danger is high.

Miao Shichao, a fourth-level researcher at the Flood Control Department of the Ministry of Water Resources, said: "We dispatched key reservoirs such as Liujiaxia, Haibowan, Wanjiazhai, etc. to comprehensively consider historical influx conditions, river situations, bridges, checkpoints and other factors, analyze key defensive sections during the opening period, strengthen embankment patrol and defense and floating bridge management, and ensure the safety of Yellow River in flue prevention and personnel."
