CCTV News: It has implemented barrier-free transformation to 6,000 families with disabled people in difficulty and provided basic auxiliary equipment adaptation services to 50,000 certified disabled people. It has been listed as a practical project for people's livelihood this year by Hubei. Since the 14th Five-Year Plan, Hubei has implemented barrier-free transformation for more than 90,300 families with disabled people in need. How is this policy implemented and what is its effect?

58-year-old Dai Qinglan has a second-level physical disability and has difficulty mobility. In 2024, the Hubei Provincial Disabled Persons' Federation equipped her with a wheelchair and also helped her home to undergo barrier-free renovation. Dai Qinglan said: "The barrier-free transformation has brought earth-shaking new changes to my family. My kitchen has been completely renewed, allowing me to take care of myself, which is highly suitable for me, and has brought me great convenience. The wiring and sockets at my house are all carefully arranged for me. The ramp at the doorstep allows me to travel freely, and I also carefully installed handrails on both sides to make it convenient for me to go out so as not to slip."

It is understood that the implementation targets of the family accessibility renovation project are families with severely disabled people in need, and priority will be given to the transformation of families with special difficulties such as households with prone to relapse into poverty and poverty, households with multiple disabilities in one household, and disabled people of employment age. The central and provincial levels allocate subsidy funds at an average of 3,500 yuan per household, and the municipal and county levels shall provide an average of no less than 2,500 yuan per household. If the subsidy standard for a single family is above 10,000 yuan, the municipal and county disability federations must be collectively studied and determined based on the needs and actual conditions of the disabled.

According to the standards, Dai Qinglan's family accessibility transformation is all borne by the government as a poor household, while the government bears 2,000 yuan for the electric wheelchair, Dai Qinglan himself only paid 500 yuan.

This year, the Hubei Provincial Disabled Persons' Federation included "implementing barrier-free transformation to 6,000 families with difficulties and providing basic auxiliary equipment adaptation services to 50,000 certified disabled people" in its work focus. Taking "disabled people's satisfaction" as the evaluation standard, it formulated a "one person, one case" and "one household, one policy" transformation adaptation plan.
