According to Wang Xiaojun, deputy director of the Vocational Capacity Building Department of the Ministry of Human Resources and Social Security, in 2024, various places will implement the "New Eight-level Worker" vocational skills level system and carry out vocational skills level certification. A total of more than 12 million workers have obtained vocational skills level certificates or vocational qualification certificates throughout the year.

According to the 2024 policy regulations, after the in-service employees who have participated in insurance and paid for 1 year and have obtained professional qualification certificates or professional skill level certificates, and those who receive unemployment insurance benefits apply to the social security agency to pass the application, the human resources and social security departments will issue skill improvement subsidies according to the standards of up to 1,000 yuan, 1,500 yuan and 2,000 yuan respectively.

"In 2025, we will focus on key groups such as migrant workers, unemployed college graduates from school, registered unemployed people, and people with employment difficulties, and organize and implement project-based vocational skills training around key areas such as health care, advanced manufacturing, modern services, and new occupations to further improve the pertinence and effectiveness of skill training in promoting employment."
