Beijing Daily (Reporter Luo Qianwen) On January 27, Beijing officially released the "roadmap" for pollution prevention and control in 2025, proposing to implement the "0.1 microgram" action to protect the "Beijing Blue".
In order to continuously improve the city's ecological environment quality and further promote the construction of a beautiful Beijing, the "2025 Action Plan for Promoting the Construction of a beautiful Beijing to Continue and Deeply Fight the Battle against Pollution Prevention and Control" (hereinafter referred to as the "Action Plan") was officially released.
The "Action Plan" clarifies the main goals of the 2025 Beijing pollution prevention and control battle: make every effort to consolidate the results of improving air quality and basically eliminate heavy pollution weather; consolidate the results of improving water ecological quality; maintain good soil environmental quality; cumulative decline in carbon emission intensity meets national requirements; and strive to achieve steady and improving Ecological Environment Quality Index (EI). The "Action Plan" also simultaneously decomposes the annual key task plans for each district.
As the "roadmap" for the city's pollution prevention and control efforts in 2025, the "action plan" includes five parts: the battle to defend blue sky, the battle to defend clear water, the battle to defend clean land, climate change response actions, and ecological protection actions. There are a total of 108 measures, focusing on "pollution reduction and carbon reduction".
Implement the "0.1 microgram" campaign to make "Beijing Blue" the most beautiful background color in the capital. Focusing on structural emission reduction, vigorously promote the application of new energy vehicles, accelerate the new energy of vehicles in key industries such as buses, sanitation, logistics, supermarkets, and express delivery, and promote the cleanliness of non-road mobile machinery; focusing on engineering emission reduction, promote the green upgrade of key industrial parks and key industries, and continue to carry out the "creation of A and D" performance rating; focusing on management emission reduction, highlight urban refined governance, implement a 100-day special dust governance campaign, and use "embroidery skills" to make cities cleaner; strengthen regional atmospheric joint prevention and control, and strengthen scientific and technological standards support and monitoring capacity building.
Deepen the "three water coordination" and promote the stable and improving water ecological environment quality in the city. Protect water resources, improve the protection system of drinking water source, strengthen the protection of Miyun Reservoir and Guanting Reservoir, and continue to build a water-saving society; manage the water environment, strengthen urban and rural domestic sewage treatment, increase the prevention and control of industrial pollution, deepen the supervision of sewage outlets into rivers, keep a close eye on pollution prevention and control during key periods such as the flood season, and carry out comprehensive governance projects for key areas; improve the health of the water ecosystem, ensure the ecological flow of key rivers, promote the protection and construction of beautiful rivers and lakes, and allow the scene of harmonious water to be integrated into citizens' lives, and further enhance citizens' sense of gain and happiness.
The "three places" work together to maintain good soil environmental quality. Ensure the safe use of construction land and strengthen risk control of construction land. Carry out in-depth classification management of agricultural land, strengthen agricultural non-point source pollution control, promote rural environmental improvement, and ensure the safe use of agricultural land. Carry out inspections regularly to strengthen the protection of unused land. Strengthen solid waste management and actively build a "waste-free city".
Respond to climate change and promote green and low-carbon development. Strengthen the dual control system for carbon emissions, improve the carbon emission rights trading system, and ensure the smooth operation of the carbon market. Promote low-carbon development in energy, industry, construction, heating, transportation and other fields, increase the scale of green power application, and continue to play a leading role in low-carbon pilot demonstration. Strengthen the pilot construction of climate-adapted cities and enhance the resilience and sustainability of cities. Carry out carbon footprint accounting research on key industries and products, strengthen economic policy support, carry out international exchanges and cooperation, and improve the ability to respond to climate change.
Strengthen ecological protection and improve the quality and stability of the ecosystem. Strengthen monitoring and evaluation, strengthen prevention and control of invasive alien species, and continue to protect biodiversity. Strengthen the supervision of important ecological spaces, carry out pilot work on garden demonstration blocks, scientifically carry out ecological protection and restoration, and maintain the stability of the ecological space pattern. Carry out ecological environment quality evaluation and application of ecosystem regulation service value (GEP-R) accounting to promote the transformation of ecological advantages into development advantages.
In 2025, Beijing will continue to coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, and promote the transformation of ecological construction from green growth to quality improvement, so that the people can enjoy more natural beauty.
