Answer: The "Notice" puts forward 10 specific policy requirements from four aspects: "expanding the coverage of basic medical insurance for college students", "consolidating and improving the level of medical insurance for college students", "strengthening diversified medical insurance for college students", and "doing a good job in transferring and continuing basic medical insurance relations for college students", mainly including: clarifying the task goals of college students' insurance participation; creating convenient conditions for college students' insurance participation; improving incentive policies for college students' insurance participation; improving medical insurance benefits policies for college students; doing a good job in registering and managing medical treatment for college students from other places; improving medical assistance policies for college students; supporting social forces to provide precise assistance; giving full play to the role of supplementary and guaranteeing various types of commercial insurance; doing a good job in transferring and continuing services for college students' basic medical insurance relations; and doing a good job in connecting medical benefits for college students. On the other hand, innovate and refine policy measures in response to key and difficult issues.
