Overall situation of judicial trial work. The people's courts focus on the goal of "strive to make the people feel fairness and justice in every judicial case", focus on their main responsibilities and business, and hear all kinds of cases fairly in accordance with the law. More than 46 million cases of various types were accepted, an increase of nearly one percent year-on-year, a sharp decline from the same period last year, and a year-on-year increase in cases closed. Among them, more than 12 million successful pre-trial mediation cases were reported, an increase of year-on-year. As of the end of December 2024, the number of unfinished litigation cases in courts across the country has dropped by more than one-third year-on-year, and the continuous cleanup of long-term unfinished litigation cases has achieved significant results.

In order to improve trial management that complies with judicial laws, the Supreme People's Court has simplified the trial quality management index system and continuously optimized and adjusted the trial quality management index system. It emphasizes its role as a "physical examination form" to make up for shortcomings and strengthen weaknesses. As of the end of December 2024, all 18 indicators in the new version of the trial quality management indicator system have entered a reasonable range, and 15 indicators reflecting the quality, efficiency and effectiveness of the trial have improved year-on-year. More than 1.2 million criminal first-instance cases were accepted, a year-on-year decrease. The number of defendants was sentenced to more than 1.6 million, a year-on-year decrease.

The appeal rate for criminal cases decreased year-on-year, the second-instance trial rate increased by more than 25 percentage points year-on-year, and the average closing time decreased by more than 7% year-on-year.

The trial situation of civil and commercial cases. The people's courts will hear all kinds of civil and commercial cases fairly and efficiently in accordance with the law, handle "people's livelihood cases" of concern to the people with care, actively serve and integrate into governance work in related fields, and help the market economy develop smoothly and healthily. More than 18 million civil and commercial first-instance cases were accepted, an increase of year-on-year. Nearly 450,000 civil cases of first-instance intellectual property rights were accepted, a year-on-year decrease, and new achievements have been achieved in serving and ensuring scientific and technological innovation and maintaining fair competition in the market. More than 150,000 civil cases of environmental and resource in the first instance were accepted, a decrease of year-on-year, providing stronger service guarantees for accelerating the modernization of harmonious coexistence between man and nature. More than 950,000 pre-trial preservation review cases were accepted, an increase of nearly one-third year-on-year. By using insurance to promote adjustment and enforcement, effective referees will be promoted to the automatic implementation.

The appeal rate for civil and commercial cases decreased year-on-year, the retrial rate for appeals and applications decreased year-on-year, the mediation rate increased year-on-year, the enforcement rate for referees decreased significantly year-on-year, and the average closing time decreased by nearly 5% year-on-year.

The trial situation of administrative cases. The people's courts establish and practice the concept of "supervision is support, support is supervision" to promote the construction of a higher-level rule of law government. Nearly 300,000 administrative first-instance cases were accepted, a decrease of year-on-year; more than 170,000 cases of non-litigation administrative acts were accepted, a decrease of year-on-year.

The handling of execution cases. The people's courts continue to promote comprehensive governance of difficulty in execution, promote the realization of the "paper rights and interests" of the winning parties into "real money" and actively serve the construction of a society ruled by law and a society of integrity. More than 8.8 million cases of first execution were accepted, a year-on-year decrease. There are more than 260,000 cases of cross-execution in courts across the country. Through in-depth cross-execution work, a large number of difficult and accumulated cases have been effectively resolved, and the people's sense of judicial gain has been continuously improved.

The execution completion rate increased year-on-year, and the execution induction rate increased significantly year-on-year.
