The whole society pays great attention to whether migrant workers who have been busy for a whole year can get their wages in a timely and full manner.

The State Council Executive Meeting held not long ago listened to a report on the work of ensuring the payment of wages for migrant workers and demanded further strengthening the rectification of prominent wage arrears. Previously, the General Office of the CPC Central Committee and the State Council issued a notice requiring "solidly carry out winter actions to control wage arrears and crack down on illegal acts of arrears of wages for migrant workers in accordance with the law." All regions and departments have also introduced some special measures to achieve positive results.

At present, society has a broad consensus on not being able to arrears of wages from migrant workers, and the fence of the system is getting tighter and tighter. In Hefei, Anhui, the public security department portrays relevant personnel and enterprises, and relies on thematic database to establish a risk monitoring and early warning model for wage arrears incidents to achieve timely discovery and forward disposal of wage arrears clues; in Fengdu, Chongqing, the Human Resources and Social Security Bureau established a quick tribunal for wage disputes among migrant workers, absorbing the forces of judicial, public security and other departments, simplifying the procedures for acceptance, trial, and delivery in accordance with the law, and helping migrant workers quickly resolve labor disputes.

Practice proves that innovating governance methods, establishing a normalized mechanism of "big data + iron footboard", expanding the coverage of pre- and in-process supervision, and at the same time improving the ability to respond quickly and resolve post-relief, so that problems can be discovered as soon as possible, and hidden dangers can be eliminated in a timely manner, and grasp the initiative to deal with wage arrears.

The responsible entity for wage arrears is the employer, but it is necessary to ensure that migrant workers get their hard-earned money. The disposal of wage arrears companies cannot be done in one-size-fits-all ways, but must distinguish the situation and implement policies in a classified manner.

Illegal enterprises that default on wages without reason, especially maliciously arrears, must adhere to "zero tolerance". Enterprises with good reputations and owed wages due to temporary difficulties should not be "enforced". If possible, they should find ways to help the company overcome difficulties and restore their ability to pay labor remuneration as soon as possible.

At the end of last year, one of the typical cases of wage arrears disputes released by the Supreme People's Court was quite inspiring. A clothing company was owed money due to arrears of payment and difficulty in capital turnover. For the enterprises involved, the enforcement court did not "kill with one blow", but instead adopted a "live seal" method for the machinery and equipment to ensure normal operations, dynamically supervise the company's accounts, and pay labor remuneration with the company's profits. In this way, it not only resolves the wage arrears disputes, but also better protects the long-term interests of workers.

There are about 300 million migrant workers in my country, active in all walks of life. They support the food, clothing and food for each family. Protecting their labor remuneration rights is related to social harmony. At a time when the governance level is constantly improving, more institutional and long-term measures will be taken to further improve the effectiveness of wage arrears, which will surely ensure the payment of wages from the source, so that they can feel more at ease and warmth in their luggage when they go home.
