This year's policy changes the scope of electric bicycles from the original "individual name" to the "individual consumer", and also includes unlicensed vehicles. The qualification confirmation method is determined independently by local governments based on actual conditions. At the same time, the policy encourages sales stores to provide "one-stop" services such as collecting old, replacing new, and assisting license plates, so as to achieve "four walls" of policy diagrams, price announcements, supervision telephone numbers, and commitment letters, so that consumers can buy with confidence and consume with peace of mind.
Wang Hongtao, vice president of the China Chain Operations Association, said that it has shortened the time for consumers to receive subsidies, and in addition, some regulations have been made in terms of sales recycling, including helping consumers to apply for licenses in a "one-stop" manner, so that consumers can enjoy this policy more conveniently.

In order to encourage everyone to exchange for old and new, this policy specifically proposes that the purchase subsidy for new purchases does not include the amount of old cars sold. In other words, consumers can get two benefits after exchanging old cars. One is the amount of old cars sold, and scrapped old cars are recycled at the market price; the other is the subsidy for purchasing new cars given by the state, so that real money can reach consumers directly.
