CCTV News: According to the website of the China Consumers Association, the peak consumption season for the Spring Festival is approaching, and consumption coupons are frequently unveiled in shopping, catering, culture and tourism in various places, covering all aspects of food, clothing, housing and transportation. It not only brings benefits to consumers, but also helps the industry recover and improves. It is a win-win situation for the people to benefit the people. In order to ensure that the people-friendly policies benefit consumers, all localities have coordinated to promptly investigate and punish "scalpers" who grab coupons and resell, maintain a fair consumption environment, and protect the legitimate rights and interests of consumers.

The essence of consumption coupons is the ticket with value. According to the "Public Security Administration Punishment Law of the People's Republic of China", reselling priced tickets is an illegal act. Reselling restricted purchase and sale of consumer coupons will disrupt market order and may constitute the crime of illegal business operations if the circumstances are serious.

In this regard, the China Consumers Association urges relevant business entities to abide by laws and regulations and business ethics, operate legally, comply with and honestly, ensure the normal order of issuing consumer coupons, and effectively safeguard the legitimate rights and interests of consumers. We must fulfill our qualification review obligations, strengthen the management of issuance of consumer coupons, resist second-hand transactions of "scalpers", and do not obtain subsidies through illegal means such as fictitious transactions.

At the same time, the China Consumers Association reminds consumers to consume rationally, collect consumption coupons from compliant channels, do not hoard coupons, do not buy coupons, and do not speculate on coupons, jointly resist and supervise second-hand transactions of consumption coupons, and report problems to relevant departments in a timely manner when they find them.

The China Consumers Association calls on all sectors of society to work together to ensure that the people-friendly policies are implemented and jointly create a fair and orderly healthy consumption environment.
