CCTV News: On January 24, the National Fire and Rescue Bureau held a regular press conference. At the press conference, Liu Jiyang, spokesperson of the National Fire Rescue Bureau and senior commander of the Policy and Regulations Department, informed the emergency dispatch of the national comprehensive fire rescue team and the national fire situation in 2024.

In 2024, the national fire rescue team received reports and dealt with 2.358 million police incidents, an increase of 10.1% over 2023. A total of 25.374 million fire rescue personnel and 4.586 million fire trucks were dispatched, 215,000 trapped people were rescued from the disaster site, and 166,000 people in distress were evacuated. There are 215 fire rescue stations dispatched more than 1,000 times nationwide, 95 more than last year, especially Qianchuan Fire Rescue Station in Huangpi District, Wuhan, Hubei, Linquan Jiaotong Road Fire Rescue Station in Linquan, Anhui, and Xihu Avenue Fire Rescue Station in Yingzhou District, Fuyang, Anhui. They are dispatched more than 2,000 times throughout the year, with an average of 6 to 7 times a day, which is very busy. At the same time, the forest fire brigade fires in forests and grasslands were rescued and 377 comprehensive rescue tasks were undertaken, and a total of 146,000 fire rescue personnel were dispatched.

In 2024, the national fire rescue team received a total of 908,000 fires, killing 2,001 people, injured 2,665 people, and directly losing 7.74 billion yuan in property. There were 70 major fires reported and 249 people died, two and 10 people died respectively compared with 2023; there were 3 major fires reported and 44 people died, two and 46 people died respectively compared with 2023; there were 1 particularly serious fire, the same as in 2023. The fire situation remained stable overall.

Last year, there were five main characteristics of fires across the country: First, outdoor fires and small fires are the majority. There were 391,000 fires in construction, accounting for 43.1%, 97,000 fires in vehicles, accounting for 10.7%, and 419,000 outdoor fires of various types, accounting for 46.2%. Second, fires account for a relatively large proportion in rural areas. There were 350,000 fires in urban areas, accounting for 38.6%, 534,000 fires in rural areas, accounting for 58.8%, and 22,000 fires in other areas such as tourism areas in development zones, accounting for 2.6%. Third, the most fires in residential areas are happening. Among the 391,000 fires in the building, there were 309,000 fires in residential areas, accounting for 79%; 36,000 fires in crowded places, accounting for 9.2%; and 23,000 fires in factory warehouses, accounting for 5.9%. Fourth, there are many fires during the day and people are prone to die at night. From 10:00 to 20:00 is the frequent period of fires throughout the day, accounting for 61.4% of the total number of fires, and the number of deaths caused during this period accounts for 37.4% of the total number; although the number of fires from 0:00 to 6:00 accounts for 10.3% of the total number of fires, the proportion of deaths reached 31.3%, especially the large fires that occurred during this period account for 48.6% of the total number. Fifth, electrical failures and inadvertent use of fire account for more than half. Judging from the fires that have been found, 293,000 were caused by electrical faults, accounting for 32.3%, and 198,000 were caused by accidental fire use, accounting for 21.8%. Fires caused by smoking and remaining fires accounted for 15.3% and 15% of the total respectively.

Liu Jiyang also introduced the current policies and systems for fire administrative law enforcement. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to "improve the system and mechanism of administrative law enforcement supervision" and "create a first-class business environment in market-oriented, law-based, and internationalized". The General Office of the State Council's "Opinions on Strictly Standardizing Administrative Inspections in Enterprises" requires "strengthening administration according to law, ensuring that administrative inspections are based on the law, are strictly standardized, fair and civilized, precise and efficient, and further optimize the business environment." Against this background, the Party Committee of the State Fire Rescue Administration resolutely implements the decisions and deployments of the Party Central Committee and the State Council, continues to introduce measures to facilitate the people and benefit enterprises, further standardizes the law enforcement behavior of fire-related enterprises, and strives to create a good fire-fighting business environment. In December last year and January this year, the Party Committee of the State Fire Rescue Administration and the "Regulations on the Responsibility System for Fire Rescue Institutions to Convene the People and Benefit Enterprises" and the "Regulations on the Responsibility System for Fire Administrative Law Enforcement" were successively deployed and issued, injecting new impetus into protecting the legitimate rights and interests of enterprises and the masses and serving the high-quality economic and social development.

Liu Jiyang said that the Spring Festival is coming soon, festival activities are concentrated, and various fire risks and unsafe factors are increasing. Judging from the fire situation in previous years, the New Year's Eve and the first day of the first day of the Spring Festival will reach the peak of fire throughout the year. The national comprehensive fire rescue team will strengthen supervision and inspection and emergency duty to ensure that the people celebrate the Spring Festival.
