CCTV News: According to the website of the State Administration for Market Regulation, recently, the State Administration for Market Regulation issued the "Overall Plan for the Measuring and Strengthening Basics Project" (hereinafter referred to as the "Plan"), organizing and implementing the "Nine Actions" of the Measuring and Strengthening Basics Project, firmly grasping the opportunities of quantitative change and digital transformation development of metrology, promoting the integrated development of measurement chains, innovation chains and industrial chains, clarifying a series of quantifiable and evaluable goals and tasks, and establishing and improving the work system, responsibility system and policy system of metrology and strengthening basics project.

The "Plan" proposes that we must focus on major national needs and face emerging industries and future industries such as new generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, quantum technology, integrated circuits, instruments and meters, and carry out the "nine actions" of innovation in key technologies of metrology and testing, digital transformation of metrology, improvement of metrology technology institutions, upgrading of metrology technical specifications, leading high-level metrology talents, legal metrology supervision protects people's livelihood, metrology supports the development of new quality productivity, promotes high-level opening up to the outside world, and popular science innovation in metrology culture, comprehensively improves my country's metrology capabilities, strive to build a self-reliance, self-reliance, safe and controllable advanced metrology system, and promote my country's overall metrology strength to the world.

The "Plan" clarifies the goals and tasks of implementing the metrology and strengthening basic engineering, that is, by 2030, the basic metrology capacity will be comprehensively improved, and the focus will be on breaking through more than 50 key metrology core technologies, forming no less than 100 industrial metrology core technology capabilities, building a new national metrology benchmark core device with an independent control rate of more than 60%, developing no less than 100 innovative metrology standard devices and standard substances, developing more than 1,000 national metrology technical specifications, cultivating more than 80 national metrology data construction and application centers, establishing a national metrology data center, establishing more than 10 national standard reference databases, and discovering and cultivating a group of high-level metrology talents. The measurement and supervision capabilities of people's livelihood have been significantly improved, the strength of metrology technical institutions has been continuously enhanced, and the basic support and leading role of metrology in major national strategies and major projects has become more prominent, and the formation of an innovative metrology development model for the future is accelerated.

The "Plan" requires all provincial market supervision departments to effectively perform their responsibilities of unified management of metrology, based on the strategic positioning, resource endowment, location advantages and development priorities of the region, and coordinate the implementation of the metrology and foundation strengthening project. Relevant industry associations and metrology technology institutions will increase investment in metrology capacity building in accordance with the needs of industry development, make up for metrology shortcomings and weaknesses, and promote the expansion and quality improvement of metrology services for high-quality development in all areas of the economy and society.
