CCTV News: Recently, the General Office of the State Council forwarded the "Guiding Opinions on Building High-Quality Outdoor Sports Destinations" (hereinafter referred to as the "Guiding Opinions").
The "Guiding Opinions" proposes that the development of outdoor sports is an important measure to meet the people's growing needs for sports and health, promote the development of national fitness and related sports industries, cultivate new economic growth points, and promote the transformation of green waters and green mountains into gold and silver mountains.
The "Guiding Opinions" clearly state that relying on high-quality outdoor sports resources and advantageous projects, we must strengthen the industrial agglomeration, business format integration, and radiation and driving role by improving the level of facility construction, service guarantee, and event organization, and build high-quality outdoor sports destinations with complete facilities, high-quality services, rich events and internationally renowned, so as to drive the development level of my country's outdoor sports industry to significantly improve.
The "Guiding Opinions" propose that by 2027, a number of relatively mature high-quality outdoor sports destinations will be initially formed, and a replicable and popularizable construction experience will be formed, and the radiation and driving effect will be revealed; by 2030, about 100 high-quality outdoor sports destinations will be built nationwide, so that their facilities construction, service supply, management level, and international influence will be comprehensively improved, helping the number of participants in outdoor sports continue to grow, and promoting the outdoor sports industry to become a new economic growth point.
The "Guiding Opinions" put forward six construction requirements for high-quality outdoor sports destinations. First, rationally make use of high-quality outdoor sports resources, develop outdoor sports in an orderly manner on the premise of doing a good job in ecological and environmental protection, and scientifically plan high-quality destinations; second, strengthen the construction of outdoor sports facilities, improve the sports, supporting services, transportation and other facilities of high-quality outdoor sports destinations; third, promote the upgrading of outdoor sports products and services, improve product quality and service level, and improve consumption experience; fourth, improve the outdoor sports event system, enrich mass and national events, and strengthen international cooperation in event activities; fifth, deepen the integrated development of industries such as outdoor sports, give full play to the driving role of outdoor sports on surrounding industries, and promote employment and income growth in the region; sixth, improve the safety governance level of outdoor sports and optimize safety guarantee measures for outdoor sports.
The "Guiding Opinions" proposes support measures to optimize land supply and strengthen financial guarantees in supporting the construction of high-quality outdoor sports destinations. Central budget investment, local government special bonds, etc. support the construction of high-quality outdoor sports destination projects that meet the conditions.
In the next step, the National Development and Reform Commission and the General Administration of Sports will work with relevant departments to strengthen organization and implementation, guide the planning, design and construction of high-quality outdoor sports destinations, fully mobilize the enthusiasm of the places where outdoor sports destinations are located, and gather forces from multiple parties to support the high-quality development of the outdoor sports industry.
