CCTV News: On January 22, the Ministry of Civil Affairs held a regular press conference for the first quarter of 2025. At the meeting, Zhang Zhende, deputy director of the Social Affairs Department of the Ministry of Civil Affairs, introduced that in order to ensure that all types of temporary imprisoned people such as homeless beggars receive timely and effective assistance, the Ministry of Civil Affairs has deployed a pilot work of regional centers for relief management nationwide to promote the exploration of regional integrated work modes for relief management. All pilot areas closely follow the requirements of bottom line, weaving tight networks, building mechanisms, and emergency rescue work, move the rescue checkpoint forward, expand the scope of rescue services, and provide emergency, transitional and convenient rescue and shelter services to all types of temporary inseparable people, including homeless and beggars.
Since the beginning of winter last year, in response to the general process-based heavy cooling weather in most parts of my country, in accordance with the deployment requirements of the CPC Central Committee and the State Council, the Ministry of Civil Affairs has guided key areas to further consolidate responsibilities, refine measures, and take the initiative to provide relief services through centralized scheduling and point-to-point supervision. On the one hand, it is required that all localities should strengthen coordination and cooperation with meteorological departments, promptly launch emergency plans, and open temporary cold-loaf places; on the other hand, it is required that all localities should strengthen coordination and cooperation with public security, urban management, health and other departments, and jointly carry out all-weather and full-time dragnet-style inspections and persuasion on the streets to ensure that no blind spots are left or no one is left; at the same time, it is required that all localities should set up temporary relief points in areas where people gather, so that temporary traps such as homeless beggars can be asked for help nearby; in addition, some places also actively use platforms such as smart urban management and grid management to empower rescue management work, and use professional scientific and technological equipment such as drones and infrared thermal imagers in street patrols and assistance work to further improve their proactive discovery and emergency response capabilities.
According to statistics, since the beginning of winter, civil affairs departments and rescue management agencies across the country have rescued more than 103,000 temporary insecurity, dispatched 339,000 street patrol personnel and nearly 98,000 rescue vehicles, set up 11,000 temporary cold-retardation places, temporary relief points, and help-seeking guidance points, and distributed 130,000 pieces of cold-retardation items and food, effectively ensuring that all types of temporary insecurity have spent the winter safely and warmly.
