Can you introduce the current progress in promoting the green and low-carbon development of industrial industries? In addition, what measures will be taken to achieve carbon emission reduction goals in the future?

Zhang Yunming, Vice Minister of Industry and Information Technology, introduced that industry is the main battlefield for green and low-carbon development. In 2024, the Ministry of Industry and Information Technology has made the implementation of green manufacturing a key task in promoting new industrialization, and has fully implemented energy conservation and carbon reduction actions, and the ecological background of industrial development has become increasingly brighter. It is mainly manifested as "four increases and three decreases".

The first "increase" means that the number of national green factories has reached 6,430, and the output value of the realization accounts for about 20% of the total output value of the manufacturing industry, an increase of 2 percentage points over the previous year. These factories have basically achieved land use intensively, harmless raw materials, clean production, waste resource utilization, and low-carbon energy.

The second "increase" means that the comprehensive utilization rate of bulk industrial solid waste is expected to exceed 55% in 2024, an increase of 1.2 percentage points from the previous year.

The third "increase" means that the comprehensive utilization of retired power batteries is expected to exceed 300,000 tons in 2024, an increase of 33% year-on-year.

The fourth "increase" means that nearly 30,000 electrical and electronic products currently meet China's RoHS control requirements, that is, the directive for restricting the use of harmful substances such as cadmium, an increase of about 10% year-on-year.

The "three reductions" refer to the continued decline in energy consumption per unit added value of industrial industries such as steel, cement, and glass, the continuous decline in emission intensity of major pollutants in the industrial field, and the continuous decline in water consumption per 10,000 yuan of industrial added value.

The achievements made in industrial green development are achieved while maintaining steady growth in industry, which shows that promoting green and low-carbon development is not only an inevitable requirement for high-quality development, but also a major opportunity that must be seized to achieve new industrialization. Last year, we jointly carried out green building materials in rural areas with relevant departments, which drove green building materials consumption by about 200 billion yuan, an increase of about 10% year-on-year; for example, in 2024, my country's new green ship orders accounted for more than 70% of the global market share.

In the next step, the Ministry of Industry and Information Technology will further strengthen top-level design, introduce policies and measures, and accelerate the green and low-carbon development of manufacturing. We will focus on "inventory transformation" on the one hand and accelerate the green upgrading of traditional industries. Strengthen the promotion and application of advanced green and low-carbon technology equipment, explore the construction of zero-carbon factories and zero-carbon industrial parks, and cultivate a number of green manufacturing benchmarks. We will focus on "increasing growth" and cultivate and strengthen green and low-carbon industries. Several policies and measures have been introduced to promote the high-quality development of environmental protection equipment manufacturing industry. Focus on key industries such as metallurgy, petrochemical and chemical industry, and actively expand clean and low-carbon hydrogen application scenarios. Improve and strengthen the green intelligent computing industry chain and build a number of green intelligent computing centers. Focus on emerging solid waste such as waste power batteries and waste photovoltaic modules, accelerate the improvement of laws and regulations, improve recycling and comprehensive utilization systems, and promote safe and efficient recycling.
