The Ministry of Industry and Information Technology and other fourteen departments recently jointly issued the "Opinions on Strengthening the Construction of Emergency Communication Capacity in Extreme Scenarios", proposing that by 2027, we must achieve breakthroughs in key technological innovations in the integrated space, the coverage level of communication networks in areas prone to disasters will be significantly improved, the resilience of communication networks will be effectively enhanced, and the ability to guarantee extreme scenarios will be greatly leaped.

The "Opinions" put forward fifteen specific requirements on promoting innovative breakthroughs in emergency communications, accelerating the reform of emergency communication mechanisms, consolidating the foundation of emergency communication networks, and strengthening the guarantee capabilities of extreme scenarios.

The "Opinions" emphasize that we must focus on new information and communication technologies and support breakthroughs in key emergency communication technologies through major national, ministerial and provincial science and technology projects and key R&D plans. Promote the research and development of key technologies suitable for extreme scenarios such as cross-operator emergency roaming, drone aerial communication, indoor positioning and navigation, underground space signal enhancement, and accelerate the application of new generation information and communication technologies such as artificial intelligence and communication big data, as well as security technologies.

In terms of consolidating the foundation of emergency communication networks, the "Opinions" emphasize that it is necessary to coordinate the use of public communication networks, dedicated communication networks, and satellite communication networks, focusing on improving the network coverage level of disaster-prone areas, key state-owned forest areas, border areas, and important national and provincial trunk lines. Promote the integration, coordination and unified scheduling of satellite networks and ground networks, and accelerate the construction of super base stations in towns that are prone to disasters.

In terms of strengthening the ability to guarantee extreme scenarios, the "Opinions" emphasizes that it is necessary to upgrade the emergency command and dispatch system of the National Communications Network, strengthen the sharing of towers, communications, and power data, and strengthen data analysis, monitoring and early warning, decision-making and judgment, and resource dispatch capabilities. Grassroots emergency response departments and grassroots emergency rescue teams should strengthen the equipment of communication equipment such as Tiantong satellite telephones.
