Recently, Tianjin City informed Tian Shumin, former member of the Party Leadership Group and deputy director of the Ninghe District People's Congress Standing Committee, to get out of reality, commit fraud, and harm the interests of the people. From 2007 to 2017, while serving as the chairman of the Women's Federation of Ninghe District (County), Tian Shumin deviated from the goal of creating a policy for the benefit of the people, and committed fraud and deceived the superiors and concealed the subordinates in his work. At the same time, in order to quickly form political achievements, unreasonable new weaving industry personnel tasks were allocated to each township, and special funds were embezzled through false invoices. His behavior infringed on the interests of the people and distorted the original intention of the Party and the government to formulate policies that benefit the people, and was eventually dealt with seriously.
The Party Central Committee has always placed the protection and improvement of people's livelihood in a prominent position. It has introduced a series of people-friendly policies around key areas such as employment, education, medical care, social security, pension, and rural revitalization, aiming to make the results of reform and development benefit all people more and more equitably. With the implementation and effectiveness of various people-friendly policies, the people's living standards have been continuously improved, enhancing the people's sense of gain, happiness and security.
But we should also see that in reality, there are still a few party members and cadres who are distorting the implementation of policies due to deviations in their personal political performance, temptations of interests or work style. Some are keen on formalism, and only focus on superficial efforts and ignore actual results; some use their positions to favor relatives and friends, and tilt their resources to related households; some intercept and misappropriate funds for other projects, harming the interests of the people... These behaviors are like "stumbling blocks", which lie between the people-friendly policies and the people, causing the policies to be unable to be implemented and effective.
Chinese-style modernization, people's livelihood is the most important. In the 2025 New Year's message, General Secretary Xi Jinping emphasized: "Family affairs and national affairs in the world, and allowing the people to live a happy life is the top priority." Party members and cadres must work hard to relieve people's worries, relieve people's grievances, and warm people's hearts, and do things that benefit people's livelihood, do things that warm people's hearts in detail, and follow people's wishes, solve the most direct and realistic interests that the people care about the most, do the people's worries, worry and worry, and continuously consolidate the mass foundation of the party's long-term rule.
Our Party has always regarded serving the people and benefiting the people as its most important political achievement. Party members and cadres should establish a correct view of political achievements, always keep the masses in their hearts, and take the people's "small matters" as major matters, so as to solve the needs of people's food, clothing, housing, transportation, birth, old age, sickness and death. Even people remote in the mountains cannot buy needles and threads such as light bulbs and soap, and should also actively care about and solve them. Resolutely oppose and overcome lax and unrealistic style, conduct in-depth investigations and research, enhance the eyesight to look at problems, the brainpower to plan things, the hearing to observe people's sentiments, and the ability to go to the grassroots level, understand the obstacles in policy implementation, and find out the existing difficulties. With the spirit of cutting through mountains, building bridges when encountering water and the tenacity of dripping water to wear away stones, we will effectively solve problems and promote implementation, and put the people-friendly policies on the hearts of the people, so that the people can truly benefit.
2025 is the year when the 14th Five-Year Plan is concluded and an important year for further comprehensive deepening of reforms. Discipline inspection and supervision agencies must always adhere to the people-centered development philosophy, continue to promote the extension of comprehensive and strict governance of the Party to the grassroots level, thoroughly rectify "micro corruption" in the field of people's livelihood and "stumbling blocks" that hinder the implementation of people-friendly policies, and promote the results of reform and development to benefit the general public better and more equitably.
Use strong political supervision to ensure that the Party Central Committee’s people-friendly policies are implemented and effective, focus on key areas and key links in policy implementation, make precise efforts and targeted supervision, and promote party organizations at all levels to implement them without fail, and resolutely prevent problems such as not following orders or not being stopped, making choices, making changes, and making discounts. The poor implementation of people-friendly policies is often a problem of corruption.
