Representatives of government departments of China and Latin America and Caribbean countries, envoys to China, and representatives of international organizations, Internet information enterprises, think tanks, media and institutions attended the meeting.

For Raphael, who has lived in China for ten years, the Internet is not only a way for him to understand China, but also a "bridge" for him to show China to his friends in Latin American countries.

Raphael shared: "I have observed that more and more Latin American companies and young creators have opened up new markets through China's e-commerce platforms, social media and technology solutions. At the same time, Chinese companies are also paying attention to this vibrant market in Latin America, such as seeking cooperation in mobile payments, smart agriculture and logistics infrastructure. The two sides are shortening distances through the Internet and sharing development opportunities."

In recent years, China and Latin America have become increasingly deepened in cooperation in cross-border e-commerce, smart cities, 5G networks, digital technology, and network security. Cuba’s Minister of Communications Arevic said that Latin America and China have carried out multi-channel and multi-level cooperation on technology exchanges, rules discussions, expert training, project development, and technology transfer.

"Through this forum, we can strengthen cooperation between Latin America and the Caribbean countries and China in the fields of digital economy, cybersecurity, digital governance and artificial intelligence applications, which will bring more development and welfare to our peoples." Diaz, director of the National Telecommunications Postal Service of Nicaragua, believes.

Antigua and Barbuda Foreign Minister Green said: "For Latin American countries, the digital economy has opened up a new path for economic development for us, which can better realize the modernization of industry, better empower small and medium-sized enterprises, and better allow people to enjoy education and medical resources. We can achieve development at the grassroots level by improving digital literacy, developing e-commerce, etc., promote economic growth and improve people's livelihood."

It is reported that the event is co-organized by the China State Internet Information Office and the Shaanxi Provincial People's Government and hosted by the Shaanxi Provincial Internet Information Office and the Shaanxi Provincial People's Government Foreign Affairs Office. The event also set up three sub-forums: "Share the Opportunities of the Development of Digital Economy", "Co-maintaining Cyberspace Security", and "Controversial on the Development and Governance of Artificial Intelligence", and held cybersecurity training courses at the same time.
