CCTV News: According to the website of the Ministry of Civil Affairs, in order to strengthen the safety management of rescue management agencies, investigate and eliminate major accident hazards of rescue management agencies, the Ministry of Civil Affairs has formulated the "Standards for Determination of Major Accident Hazards of Relief Management Agency" (hereinafter referred to as the "Standards"). It is clear that all localities should use the "Standards" as an important basis for strengthening the safety management of rescue management institutions, implement the main responsibility for the investigation and control of major accident hazards in accordance with the law, organize the investigation and control of major accident hazards in rescue management institutions, and resolutely prevent and curb the occurrence of major accidents.

Standards for determining major accident hazards in rescue management institutions

Article 1 In order to strengthen the safety risk control and hidden danger investigation and management of rescue management institutions, accurately and scientifically determine and promptly eliminate major accident hazards in rescue management institutions, this standard is formulated in accordance with the "Production Safety Law of the People's Republic of China", "Fire Protection Law of the People's Republic of China", "Special Equipment Safety Law of the People's Republic of China", "Safety Law of the People's Republic of China", "Safety Law of the People's Republic of China", and other laws, regulations and standards.

Article 2 Major accident hazards of the relief management agency stipulated in this standard refer to situations in which the relief management agency fails to implement basic requirements such as relevant laws and regulations on safety management and mandatory standards, which may directly lead to major casualties and major property losses. Article 3 Major accident hazards in rescue management institutions include the following aspects:

(1) Major accident hazards in safety management systems;

(2) Major accident hazards in safety management of facilities and equipment;

(3) Major accident hazards in daily management;

(4) Other major accident hazards that may lead to major casualties and major property losses. Article 4 The major accident hazards of the relief management agency in terms of safety management systems mainly refer to:

(1) Failure to establish various safety management systems such as security and fire protection;

(2) Failure to clarify the person responsible for safety management;

(3) Failure to implement relevant safety responsibilities.

Article 5 The rescue management agency has major accident hazards in terms of facility and equipment safety management mainly refers to:

(1) The location selection of the rescue management agency does not comply with relevant national regulations, does not maintain a safe distance from the production, storage, and business places of flammable, explosive, toxic and harmful hazardous products, or is set up in a high-risk area for major natural disasters, such as natural resources, and other departments;

(2) It is identified as a Class C or D dangerous house after being identified as an appraisal agency or other professional institutions;

(3) It is determined that the building fire protection design, fire protection, electrical, gas and other facilities and equipment do not comply with the requirements of laws, regulations and mandatory standards, does not meet the technical conditions for fire safety, and has major accident hazards;

(4) The illegal use of flammable and combustible materials as building components and building materials and interior decoration and decoration materials;

(5) No safety inspection equipment such as safety inspection doors or metal detectors, and video surveillance systems are not installed in public areas and observation rooms;

(6) No fire protection facilities and equipment are configured in accordance with national and industry standards, the safety evacuation facilities are not set up in accordance with national and industry standards, and the automatic sprinkler extinguishing system or automatic fire alarm system is not set up in accordance with regulations;

(7) No regular inspection and regular maintenance and maintenance of special equipment, electrical, gas, security, fire protection, alarm, emergency rescue and other facilities and equipment, resulting in the inability to use normally;

(8) No pass procedures for fire protection design review, fire protection acceptance or fire acceptance filing in accordance with the law;

(9) No unauthorized change of the main body and load-bearing structure of the building in accordance with the relevant requirements of construction laws and regulations. Article 6 The main dangers of major accidents in daily management of the rescue management agency are:

(1) Those who fail to implement the 24-hour duty system, fail to carry out daily safety inspections, or fail to rectify prominent safety issues found in the inspection;

(2) Those who need to carry out open flame operations such as electric welding and fail to complete the fire approval procedures in accordance with regulations;

(3) Those who use personnel who have not passed fire safety training as duty officers in the fire control room;

(4) Production is not prepared Safety accident emergency response plan and regular drills are carried out;

(5) There is no escape window in the outdoor windows of the dormitory and activity room of the recipient, which affects evacuation and fire extinguishing and rescue;

(6) If the recipient is found to have an emergency, mental abnormality or suspected infectious disease, it is not sent to the medical institution in time or contacted with the emergency institution for treatment and diagnosis;

(7) If the dependent institution does not meet the corresponding qualifications;

(8) Other illegal and irregular situations that may seriously endanger the personal safety of the recipient in the institution.

Article 7 Other circumstances that seriously violate relevant laws and regulations may lead to major casualties and major property losses shall be judged as major accident hazards.

Article 8 If relevant laws, regulations and mandatory standards have other provisions on the determination of major accident hazards in the rescue management agency, the provisions shall apply.

Article 9: If the situation is complicated and it is difficult to directly determine whether it is a major accident hazard, local civil affairs departments may consult relevant departments or organize relevant experts to conduct a comprehensive judgment based on relevant laws, regulations and mandatory standards.

Article 10 Local civil affairs departments may refine the criteria for determining major accident hazards of relief management institutions within their administrative regions based on these standards and in light of actual conditions.
