Wang Xingzhou, Director of the Monitoring and Forecasting Department of the China Earthquake Administration and Director of the China Earthquake Network Center, introduced at the meeting that earthquake prediction is a behavior that estimates and specifies the time, location and magnitude of possible earthquakes through various observed earthquake monitoring information. At present, earthquake prediction is still a global scientific problem, and many earthquakes are difficult to accurately predict; earthquake forecasting is the government's behavior of releasing information on the time, location, magnitude and other information of possible earthquakes in accordance with procedures; earthquake warning is the behavior of using earthquake monitoring and early warning technology system after an earthquake occurs, and sending alarms and prompts to the public in the target area a few seconds to dozens of seconds before the destructive earthquake wave arrives.
Wang Xingzhou said that the main difference between earthquake prediction, forecasting and early warning is in time. Earthquake prediction and forecasting are behaviors made before an earthquake occurs. Among them, earthquake prediction is a scientific research behavior, and the prediction opinions of its output are the basis of earthquake forecasting; earthquake forecasting is a government behavior and is issued by the government in accordance with procedures. No unit or individual shall spread earthquake forecast opinions to the society; earthquake warning is an alarm issued to the public after an earthquake occurs, which is used to remind the public to take emergency measures to reduce or avoid earthquake disaster losses.
In short, earthquake prediction is to analyze risks, earthquake forecast is a pre-quake reminder, and earthquake warning is an earthquake warning.
