Recently, the Ministry of Agriculture and Rural Affairs, together with the Ministry of Water Resources, the Ministry of Emergency Management, and the China Meteorological Administration formulated and issued a plan for scientific disaster prevention and reduction in the flood season in 2025, and guided all localities to focus on key agricultural seasons, implement key technologies, effectively reduce disaster losses, and make every effort to fight against disasters and achieve a bumper harvest.
The plan divides disasters into different types and defines five key tasks of agricultural disaster prevention and mitigation during the flood season. First, prevent floods and waterlogging and reduce damage. Accelerate the restoration and rectification of farmland ditches and the management of plain waterlogged areas, improve the reserves and emergency allocation of disaster prevention and mitigation materials and equipment, speed up the discharge of water accumulation in the fields, strengthen post-disaster field management, and promote production recovery. The second is to prevent drought and promote growth. Do a good job in water source scheduling, repair and silt agricultural irrigation channels as soon as possible, water and replenish moisture in case of drought, promote efficient water-saving irrigation technology, and implement agronomic moisture conservation measures. The third is to resist high temperature and heat damage. Adhere to the principle of "regulating temperature with water and spraying fertilizer on the foliar surface" to strengthen moisture management, regulate the field microclimate, buffer the influence of high temperature, and spray foliar fertilizer in time to enhance plant resistance. Fourth, prevent typhoons and ensure safety. Timely renovate and reinforce fruit trees, greenhouses, enclosures, aquaculture facilities, etc., promptly harvest mature crops, and organize fishing boats to return to the port to shelter from the wind and fishing and leasing aquaculture personnel to go ashore. Fifth, prevent pests and reduce losses. Enhance monitoring and early warning, carry out unified prevention and control and emergency prevention and control in a timely manner for major diseases and pests, and strictly control large-scale epidemic hazards. The plan requires strengthening departmental coordination and cooperation and deepening the normalized collaboration mechanism between departments. We must strengthen disaster prevention and emergency preparations, make reserves and adjustments of disaster relief materials, prepare for emergency disaster relief equipment, and vigorously promote the construction of high-standard farmland. Strengthen disaster monitoring and early warning, strengthen emergency duty, encrypt disaster situation dispatch, and initiate emergency response in a timely manner. Strengthen disaster reduction guidance services, organize experts to go deep into the fields, evaluate the impact of disasters, and carry out online and offline training and guidance.
