Tan Xiaoping, deputy director of the Sichuan Provincial River Chief System Office and deputy director of the Water Resources Department, pointed out that Sichuan and Chongqing are dependent on each other, with as many as 81 cross-border rivers of more than 50 square kilometers, closely connecting 6 cities in Sichuan with 12 districts and counties in Chongqing. The joint prevention and control of Sichuan and Chongqing rivers has promoted the high-quality development of the Yangtze River Economic Belt. Among them, Sichuan and Chongqing adhere to overall governance. We have carried out more than 230 special actions, including "three discharges" of sewage, "clearing four chaos" of rivers, lakes and reservoirs, rectifying sewage outlets into rivers, and inspecting and rectifying water blocking forests, promoting comprehensive management of key rivers, and working together to solve the problem of the most complex boundary river Tongbo River in Sichuan and Chongqing. The annual average water quality of the main stream of the Yangtze River has reached Class II level. The water quality of the 25 cross-border national examination sections of Sichuan and Chongqing has reached 100%, an increase of 4 percentage points compared with the implementation of the Sichuan and Chongqing joint river chief system.

Song Gangyong, deputy director of the Chongqing River Chief Office and deputy director of the Water Resources Bureau, emphasized that the two places have a regular operation of the first cross-provincial river chief system in the country, and explored the establishment of a problem rectification mechanism of "one-site reporting, two provinces linkage, rapid response, and closed-loop handling". The joint supervision platform has received more than 3,700 pieces of problem information reported by the masses, with a completion rate of 96%. More than 20 ecological cultural corridors were built in the Qiongjiang and Fujiang rivers and other rivers, deeply explore the historical culture of rivers and lakes, tell the historical stories of rivers and lakes well, and jointly carry out brand activities such as "100,000 Sichuan and Chongqing 'Hebei Xiaoqing' Volunteer Action" and "Sichuan and Chongqing River Chiefs Face to Face" to enhance the public's awareness of river protection through immersive experience.

In addition, Tan Xiaoping said that Sichuan and Chongqing will strengthen technological empowerment and jointly draw the "Collection of Characteristics of Sichuan and Chongqing Cross-border Rivers", covering important information such as 51 important water conservancy and hydropower projects, 10 national-controlled ecological flow sections, and 25 national-controlled water quality sections, so as to realize the "one-picture management" of cross-border rivers and provide important support for river chiefs at all levels to carry out their work. Promote the pilot work of the construction of digital twin river basins in Qiongjiang (Suining section), establish 8 sets of water conservancy models, 3 knowledge bases, 7 automatic water quality monitoring stations, and build "three transmissions" and "four pre-preparations" digital twin platforms such as water and rain data collection, river and lake health forecast and early warning.
