Wang Zhenjiang, Vice Minister of the Ministry of Justice, introduced that in response to the law enforcement chaos such as random charges, fines, random inspections, random seals, illegal law enforcement, and illegal law enforcement that have been strongly reflected in various sectors of society in recent years, the Private Economy Promotion Law makes clear provisions on complaints and reports of administrative law enforcement violations, communication mechanisms for administrative law enforcement involving enterprises, and organizing administrative law enforcement inspections, strengthening supervision of administrative law enforcement activities, and timely correcting improper administrative law enforcement behaviors.

Wang Zhenjiang said that in the next step, the Ministry of Justice will strictly implement legal requirements and accelerate the establishment and improvement of a mechanism for handling complaints and reports of administrative law enforcement violations, a communication mechanism for administrative law enforcement demands involving enterprises, and a system for assisting law enforcement in other places. Promote people's governments at all levels and their relevant departments to establish and improve a mechanism for handling complaints and reports on administrative law enforcement violations, and promptly accept and handle complaints and reports on administrative law enforcement involving enterprises in accordance with the law.

Judicial administrative organs will establish contact points for administrative law enforcement supervision enterprises, and promptly listen to the opinions and suggestions of various business entities, including private enterprises, on administrative law enforcement related to enterprises, and analyze improper law enforcement behaviors that may affect the normal production and operation activities of enterprises. At the same time, as the administrative law enforcement supervision agency of the State Council, the Ministry of Justice is responsible for coordinating and organizing the national special actions to standardize administrative law enforcement related to enterprises. Local judicial administrative agencies at all levels are administrative law enforcement supervision agencies of governments at the same level, and are responsible for the organization and implementation of special actions in their regions. This year, the Ministry of Justice will take the introduction and implementation of the Private Economy Promotion Law as an opportunity to further urge all regions and departments to increase the intensity of investigation and punishment of administrative law enforcement violations, strengthen the investigation and rectification of problems, and resolutely correct them. At the same time, several guidance and research groups will be formed with relevant units, and key areas and key issues will be selected for random inspections, and the rectification effect will be phased evaluation and analysis. For some problems that enterprises and the masses have strongly reflected, they shall be upgraded when necessary, and those who fail to rectify are supervised; for good experiences and practices formed in the work, timely promote and exchange; for those who fail to rectify, they shall be interviewed, informed and exposed according to the circumstances.

Wang Zhenjiang also introduced that the Ministry of Justice will implement the requirements of the Private Economy Promotion Law, strive to establish and improve a long-term mechanism for administrative law enforcement supervision involving enterprises, and speed up the formulation and issuance of administrative law enforcement supervision regulations. In response to the CCP’s issues of administrative law enforcement, we will promptly transform the mature experience and practices that have been tested in practice into legal systems, and further improve the system and mechanism of administrative law enforcement supervision, supervision procedures and responsibility systems, and provide solid legal guarantees and institutional support for strengthening administrative law enforcement supervision, standardizing administrative law enforcement behavior, and protecting the legitimate rights and interests of all types of business entities, including private economic organizations, in accordance with the law.
