The Ministry of Agriculture and Rural Affairs and seven other departments recently jointly issued the "Implementation Opinions on Accelerating the Implementation of the Overall Efficiency of the Agricultural Science and Technology Innovation System" (hereinafter referred to as the "Implementation Opinions"), which clearly states that by 2035, an efficient agricultural science and technology innovation system will be built, and the agricultural science and technology innovation and industrial innovation will be deeply integrated. The overall level of agricultural science and technology innovation will be at the forefront of the world, and a high-level agricultural science and technology self-reliance and self-improvement will be achieved.
The "Implementation Opinions" deploys eight key tasks, including strengthening the core mission of scientific and technological innovation in relevant scientific research institutes and universities; accelerating the cultivation and expansion of leading agricultural science and technology enterprises; optimizing the organizational mechanism of agricultural science and technology innovation; building a strong team of agricultural science and technology talents; improving the support capacity of agricultural science and technology conditions; accelerating the transformation of agricultural science and technology achievements; promoting high-level open cooperation in agricultural science and technology, and improving the agricultural science and technology innovation ecology.
The head of the Ministry of Agriculture and Rural Affairs said that a gradient cultivation mechanism will be established, a cultivation database of leading agricultural science and technology enterprises will be established, a group of leading, high-speed growth and potential agricultural science and technology enterprises will be cultivated, and a closed-loop promotion will be carried out to solve practical problems of agricultural enterprises, and a dynamic monitoring mechanism for enterprise innovation capabilities will be established. At the same time, we support enterprises to undertake major agricultural scientific and technological projects, support enterprises to participate in agricultural scientific and technological innovation decisions, and select agricultural main technology, and increase the proportion of enterprises participating in agricultural scientific research projects. In principle, projects with clear industrial application orientation will be handed over to enterprises to take the lead, significantly increasing the proportion of enterprises to undertake major national scientific and technological projects.
