CCTV News: The General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Commerce issued the "Notice on Carrying out the 2025 Textile and Clothing "Excellence and Promotion of Upgrading" Activities".

In order to thoroughly implement the spirit of the Central Economic Work Conference, vigorously boost consumption, expand domestic demand in all aspects, improve the quality of textile and clothing supply, and accelerate the construction of a modern textile and clothing industry system, we are now organizing the 2025 Textile and Clothing "Excellence and Promotion of Upgrading" activity. The relevant matters are notified as follows: 1. Overall ideas and goals

Adhere to the use of high-quality supply to lead and create demand, increase the quality supply of textile and clothing, and deeply promote the "three products" action of increasing varieties and improving quality of textile and clothing, and lead the upgrading of the textile and clothing industry through consumption upgrades. Strengthen the connection between upstream and downstream of the industrial chain, improve collaborative innovation efficiency, enrich the supply of high-quality products, strengthen resource guarantees such as creative design, financial insurance, and digital transformation services, promote the integration of industry, academia and research, promote the transformation of scientific and technological achievements, and accelerate the formation of new quality productivity in the textile industry. Strengthen exchanges and cooperation between regions and countries, optimize domestic industrial layout, expand international markets, and promote high-quality development of the textile and clothing industry.

2. Activity arrangement

(1) Strengthen the docking of the industrial chain. During the spring/autumn joint exhibition, we will promote exchanges and docking of fiber enterprises and fabric enterprises, support the application of new fiber materials, and promote the development of new products. During the industry activities, we will promote cooperation among production and processing enterprises and brand owners to enhance brand competitiveness. Focus on strengthening the supply guarantee and brand building of raw materials in industries such as cotton textiles, and promoting the docking and cooperation between textile biomedical materials and downstream enterprises.

(2) Strengthen the connection between production and sales services. During the event hosted by local and industry, we will promote the connection between digital technology services and enterprises, promote the digital transformation and upgrading of the industry, and gradually cultivate a group of service providers who understand both the textile industry and the application of digital technology. Strengthen production and sales docking and industry-financial cooperation, organize enterprises to participate in activities such as "Cotton Textile Consumption Season", "Green Fashion Textile and Garment Consumption Season", and "Foreign Trade Excellent Chinese Tour", provide a display platform for high-quality domestic products, promote the integration of domestic and foreign trade in textile and clothing, and expand financing channels for specialized and new enterprises in the textile industry.

(III) Strengthen the connection between industry, academia and research. Through industry meetings and other forms, we will guide the market-oriented application of green and low-carbon technologies, promote the transformation of energy conservation and carbon reduction technology, improve the level of energy conservation, pollution reduction and carbon reduction for enterprises, and strengthen the development of new products and new technologies in the printing and dyeing industry. Promote the transformation of technical achievements in the textile machinery industry and further improve the production quality and efficiency of the textile industry.

(IV) Strengthen regional cooperation docking. During the event hosted by local industrial and information technology authorities, various industrial docking activities will be carried out in accordance with the needs of industrial development and continuously optimize the industrial layout. Promote the central and western regions to actively undertake industrial transfer and help the development of local characteristic industries; support the accelerated quality improvement and upgrading of industries in the eastern region, strengthen inter-regional industrial cooperation, optimize industrial layout, cultivate high-quality products with distinctive characteristics and strong competitiveness, and build a world-class advanced manufacturing cluster.

(V) Strengthen international exchanges and docking. With the help of platform carriers such as International Fashion Week, we will strengthen international exchanges between designers and clothing brands, display high-quality Chinese-made products to the world, and cultivate new growth points for international economic and trade cooperation. During the international conference of the textile industry, international exchanges and cooperation were carried out on topics such as trade, technology, and social responsibility to improve international resource integration capabilities.

3. Work requirements

(I) Strengthen organizational leadership. Local industrial and informatization and commerce authorities will strengthen work coordination and communication and cooperation in light of local actual conditions and development needs, organize and carry out activities such as "Excellence and Promotion of Upgrading" in their regions, and further understand the current development status and cutting-edge direction of the industry through relevant activities, and form a joint effort to coordinate and promote high-quality development of the industry. The organizer of the event must summarize the results of the relevant event and submit it to the Ministry of Industry and Information Technology (Consumer Products Industry Department) within one week after the end of the event, and send the electronic version to wutong@miit.gov.cn.

(II) Pay attention to the effectiveness of work. When carrying out activities, all organizers must clarify their goals, strengthen their responsibilities, and do relevant work strictly in accordance with the spirit of the Central Eight Regulations and their implementation rules. The starting point and end point of each activity should focus on improving the industry's supply capacity and cultivating new consumption growth points. We must fully mobilize the enthusiasm of universities, research institutes, investment and financing institutions, digital transformation service institutions, etc., gather high-quality resources from all parties, and jointly promote the transformation and upgrading of the textile and clothing industry.

(III) Do a good job of publicity and reporting. All units should attach importance to public opinion propaganda work, integrate media resources, enrich publicity forms, comprehensively use various media platforms, create three-dimensional and vivid communication methods, conduct multi-channel and all-round reports on activities, publicize and promote good brands, technologies and products of textile and clothing, and create a good industry development environment and market consumption environment.
