On the afternoon of May 6, the working meeting of the Ministry and the Municipal Government jointly built the Beijing International Science and Technology Innovation Center was held at the Zhongguancun International Innovation Center. The reporter learned from the meeting that in 2025, Beijing will continue to deepen the research and development of key core technologies, promote the further increase of the proportion of basic research investment in research and experimental development funds, and adjust the new round of spatial layout of the Zhongguancun Demonstration Zone, and plan to build no less than 10 new Zhongguancun characteristic industrial parks. At the same time, the "one district" undertakes no less than 600 scientific and technological achievements of the "three cities", which will accelerate the implementation and transformation of "Beijing technology".

Output a batch of original results

In 2025, basic research and key core technologies will remain the focus of scientific and technological innovation. Beijing will build a number of municipal key laboratories with "strong characteristics, small but exquisite" to deepen the construction of world-class new R&D institutions, and continue to focus on key core technologies.

Focusing on new fields and new tracks, Beijing has also made a forward-looking layout. The special action of "Artificial Intelligence +" will be implemented in depth, promote artificial intelligence big models in thousands of industries, create a pilot project for benchmark application of industry big models, and promote the industry to achieve leapfrog development, and strive to exceed 500 billion yuan this year, an increase of more than 40%. The "Chang'an Chain" that has been upgraded to the national blockchain main chain will further consolidate its main chain position this year and will establish a national ecological chain of the optical computing industry.

In terms of promoting underlying technological innovation in cutting-edge fields, many plans for this year have been specifically targeted at projects. A batch of original achievements and iconic technical products are expected to be released. For example, Beijing will target the direction of quantum computers and quantum networks, produce 1 to 2 world-class major scientific and technological achievements; form no less than 5 original achievements in the 6G field; plan major projects of space computing power constellations, etc.

Create a number of Zhongguancun characteristic industrial parks

At present, 24 pilot reform measures in Zhongguancun have been implemented, of which 21 measures have been promoted throughout the demonstration area and even across the country. What this leads to is accelerating the transformation of scientific and technological achievements into productivity. In terms of policy transformation and implementation, gradient cultivation mechanism construction, and talent development environment optimization, enterprises have received a lot of thoughtful services.

At the same time, the "one district" will undertake no less than 600 scientific and technological achievements in the "three cities", and more "Beijing technologies" have the opportunity to accelerate their implementation and transformation. The development of "three cities and one district" has its own focus: Zhongguancun Science City will coordinate the balanced development of the north and south areas and implement urban renewal and transformation in the east area; Huairou Science City will build a concentrated area for major scientific and technological infrastructure and a cluster area for high-end scientific instruments and equipment industries; in the future, the "two valleys and one park" of the Science City will create a global leading technological innovation highland.

Independently cultivate a group of scientific and technological innovation talents

Beijing has ranked first among global innovation cities for two consecutive years. Beijing coordinates the reform of the system and mechanism of education and science and technology talents, and will gather strategic scientific and technological talents, strengthen independent talent training, and continuously optimize the talent development environment.

Focusing on the integrated development of education, science and technology talents, Beijing University of Technology will seize the opportunity of building a new campus, accelerate the construction of two national key laboratories for material circulation, low-carbon regeneration, bridge engineering safety and resilience, and strive to create a new pattern of coordinated efforts in basic disciplines, disciplines urgently needed by strategies, and emerging interdisciplinary disciplines.

In 2025, Beijing will improve the level of independent talent training, promote the construction of "Double First-Class" universities in Beijing to focus on the needs of scientific and technological innovation, strengthen the construction of basic disciplines, cutting-edge disciplines, and interdisciplinary disciplines, and support municipal universities to add new master's programs in related disciplines. A number of skill master studios and high-skilled talent training bases will also be built in Beijing.
