Some enterprises reported through the "Internet + Inspection" platform of the State Council that some places have problems such as illegally setting market entry thresholds and restricting independent migration of enterprises, etc. hindering the construction of a unified national market. Recently, in conjunction with the 2024 comprehensive inspection of the State Council to promote high-quality development, the State Council sent personnel to conduct on-site verification of clues related to relevant issues, and encourage relevant localities to promptly cancel relevant regulations and requirements or abolish relevant policy documents to ensure equal access and independent relocation of business entities.

Promote the resolution of the problem of hindering equal access to the investment and construction of new energy vehicle charging piles in Shicheng County, Ganzhou City, Jiangxi Province. Some enterprises reported that Shicheng County used the franchise construction and operation method to determine the county urban investment company as the investment entity for charging infrastructure construction, which hindered the equal access of other business entities. The State Council sent personnel to the on-site meeting with relevant local departments to verify and find that the problems reported by the masses were true. After supervision and promotion, Shicheng County immediately made changes and publicly issued an announcement on encouraging social capital to actively participate in the construction of new energy electric vehicle charging infrastructure, organized a corporate talks meeting to further improve the filing service of electric vehicle charging pile projects, and introduced to the participating companies how to apply for filing and other work. Some companies have submitted applications for charging pile project filing to the Shicheng County Administrative Approval Bureau and successfully filed it.

Promote the resolution of the problem of illegally setting market entry thresholds in five cities in Hubei Province. Some insurance companies reported that they could not carry out wage deposit business for migrant workers just because the company did not set up branches in Huanggang City. The State Council sent personnel to conduct on-site inspection and found that the management documents on wage deposits of migrant workers issued by five cities including Huangshi, Xiangyang, Jingzhou, Huanggang, and Xiantao in Hubei Province all require the agency to set up branches locally, which does not comply with the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market". After coordination and promotion, the Hubei Provincial Department of Human Resources and Social Security guided five cities to cancel the regulations on the establishment of branches in the document.

Promote Tanzhou Town, Zhongshan City, Guangdong Province to implement fair competition review procedures and abolish documents that restrict enterprises' independent migration. Some enterprises reported that some bidding projects designated for Tongsheng Community, Tanzhou Town, Zhongshan City are suspected of violating the principle of fair competition. The State Council sent personnel to the on-site meeting with relevant local authorities to verify and find that the dredging projects in the community in June 2024 did not conduct a fair competition review of the bidding documents in accordance with regulations. In-depth investigations found that the Tanzhou Town Government stipulated policies and measures to restrict independent migration of enterprises in the formulation of special funds for local listed companies. After supervision and promotion, Tongsheng Community immediately conducted a fair competition review on the relevant bidding projects, and the relevant departments of Tanzhou Town immediately abolished the relevant documents.
