This offer exchange is aimed at insured units in four districts: Dongcheng District, Chaoyang District, Mentougou District and Miyun District, involving more than 3 million employees. The re-issue is organized by the unit, and can apply through online channels such as the official website of the Beijing Municipal Human Resources and Social Security Bureau, the "Beijing Human Resources and Social Security" WeChat official account, Beijing Minsheng One Card WeChat Mini Program, and Beijing Tong Mini Program. For current employees who have not yet applied for the issuance reissue work in the 13 administrative regions that have already started the issuance reissue work, they can continue to apply during the third batch of centralized issuance reissue.

The third generation of social security cards will be completed within 30 natural days from the date of application. Insured persons can obtain the card in two ways. First, select the "Cooperative Bank Service Branch" to get the card. According to the SMS notification sent by the bank, you can get the third-generation social security card from the selected card issuing cooperative bank service branch. The social security function can be enabled and the financial function can be activated on site. The second is to choose "mail" to get the card, and the delivery service will be provided by the card issuing cooperative bank. After receiving the card, the insured person can activate the social security function through online and offline channels, and activate the financial function, and go to any service outlet of the card issuing bank to handle it on site. In addition, the insured unit can contact the bank to issue the card as needed and issue it on the door after the card is completed, and simultaneously enable the social security function and activate the financial function.

In the next step, Beijing will also initiate two batches of centralized replacement of individual insured persons and retired persons. Among them, the fourth batch will organize centralized renewal of all individual insured persons in the city (including minors under the age of 18, college students aged 18 and above, people participating in urban employees' social insurance through flexible employment, and people participating in urban and rural residents' social insurance in their personal name, etc.). Starting from October 2025, all retired personnel in the city will be organized to carry out centralized reissue exchange. After January 1, 2026, Beijing will enter the normal stage of issuance replacement.

The Municipal Human Resources and Social Security Bureau reminds that if the insured person has not yet issued a third-generation social security card, or has been issued but has been activated, the original social security card will not be discontinued and will not be valid for the period, which will not affect the payment of his or her pension. Social security, medical insurance and other functions can continue to be used. At the same time, please protect your personal information and beware of fraud during the application and use of the third-generation social security card.
