With a number of major projects as a driving force, my country's transportation investment has maintained a high level of operation. In the first quarter, 675.2 billion yuan of fixed assets of transportation were completed, and railway and waterway investments maintained rapid growth, with year-on-year growth of 5.2% and 10.2% respectively.
A batch under construction, a batch of newly opened, and a batch of reserves has been completed. In order to actively expand effective investment in transportation, a number of major transportation engineering projects have completed annual layout. The growth rate of freight volume is faster than the full-year level of last year. In the first quarter, the commercial freight volume was 13.06 billion tons, an increase of 4.9% year-on-year, an increase of 1 percentage point from the whole year last year.
Port container throughput is growing rapidly. In the first quarter, the port cargo throughput was 4.22 billion tons, a year-on-year increase of 3.2%. The port container throughput was 83.03 million TEUs, an increase of 8.2% year-on-year, of which foreign trade routes increased by 11.5% year-on-year.
In the first quarter, the cross-regional personnel turnover was 17.39 billion, an increase of 4.0% year-on-year. Among them, the passenger volume of railway and civil aviation increased by 5.9% and 4.9% year-on-year respectively; the flow of highway personnel reached 16.07 billion, an increase of 3.9% year-on-year.

This year, we will promote the upgrading of rural road backbone road network and the extension and improvement of basic road networks according to local conditions and in a hierarchical and classified manner. It will be planned to renovate 100,000 kilometers of rural roads throughout the year, 250 new highway townships with third-level and above grades, and 12,000 natural villages (groups) with a larger population size of hardened roads.
Accelerate the renovation of dangerous bridges in rural roads and safe life protection projects, implement 3,000 old dangerous bridges in rural roads and 50,000 kilometers of safe life protection projects throughout the year, ensuring that the existing dangerous bridges in rural roads and completed the renovation by the end of 2020 that meet the conditions.
Strengthen daily management and maintenance, accelerate the renovation of old and secondary sections, and implement 100,000 kilometers of restorative maintenance projects throughout the year to ensure that the road conditions remain stable. Localities are encouraged to use idle site resources on rural roads, improve transportation stations, parking areas, observation decks and other facilities, and further expand service functions such as parking, charging and swapping.
Vigiously develop the "rural road +" model, deepen the integration of transportation, tourism, transportation and energy, and serve the development of rural industries. In addition, convenient passages between expressway service areas and rural roads will be added according to local conditions, and sales of specialty agricultural products are encouraged in expressway service areas and areas for opening bus stations.
Make good use of public welfare positions in the rural road management and maintenance field, give priority to resettlement of low-income groups such as poverty-stricken people and employment difficulties to participate in rural road construction and maintenance, and stabilize the number of employment positions in the rural road management and maintenance field at 850,000.
