Xinhua News Agency, Beijing, May 4 (Reporter Han Jianuo) In order to protect marine fishing resources and ecological environment and maintain the order of marine fishing moratorium, the Ministry of Agriculture and Rural Affairs, the Ministry of Public Security, and the China Coast Guard decided to carry out special law enforcement actions for marine fishing moratorium from May 1 to September 16, 2025.
The Ministry of Agriculture and Rural Affairs, the Ministry of Public Security, and the China Coast Guard recently issued a notice on carrying out the special law enforcement action for marine fishing moratorium in 2025, and deployed key tasks such as strictly investigating fishing ports and docks, strictly enforcing maritime law enforcement, strictly managing special fishing, strictly controlling key sea areas, strictly preventing key targets, and severely punishing fishing crimes.
Specifically include: strictly implementing the fishing moratorium on fishing boats, fixed-person joint ships, regular point inspections, and port entry and exit reports, and effectively implementing "ships return to the port, people get ashore, and net entry"; reasonably deploying law enforcement forces, organically integrate daily patrols, cross-checks, surprise spot checks, and regional joint inspections, and building a full-time, full-sea area, and full-chain fishing law enforcement system; strengthening the dynamic monitoring of special fishing boat positions, fixed-point landing of catches, fishing limits, and fishing government ship navigation law enforcement systems. In fact, strengthen full-time control, full-region coverage, and full-link supervision; strengthen the high incidence of illegal behaviors such as fishing banned waters in the Yangtze River Estuary and waters near the trawl trawl fishing area line of the motorized fishing boat bottom trawl fishing area line, and centralized sea areas, use dynamic monitoring systems of fishing boats, small-target radar and other equipment to accurately deploy and effectively strike; focus on key fishing ships such as fishing moratoriums, fishing auxiliary ships, ecological environment (fishing resources) monitoring and investigation ships, and strengthen supervision of objects that are prone to frequent occurrence of illegal and irregular behaviors.
The notice requires that fishery and fishery administration, public security and coast guard departments at all levels should deepen comprehensive maritime governance, establish and improve law enforcement cooperation and coordination mechanisms, and give full play to the overall joint force of law enforcement and supervision of fishing moratoriums in the summer. Make good use of mechanisms such as the cooperation between fishery and coast guard law enforcement, and the joint management cooperation between fishery and law enforcement between provinces to jointly crack down on all kinds of fishing-related illegal and criminal acts during the intra-season fishing moratorium.
