This law defines the principles, policies and effective practices of the Party Central Committee and the State Council on the private economy since the 18th National Congress of the Communist Party of China as a legal system. As the business environment for the high-quality development of the private economy continues to be optimized, the development of private enterprises has maintained a good momentum. In the first quarter of this year, 1.979 million new private enterprises were established nationwide, an increase of 7.1% year-on-year, exceeding the average growth rate in the past three years. As of the end of March 2025, there were more than 57 million registered private enterprises nationwide, accounting for 92.3% of the total number of enterprises.

From the first proposal to promulgation and implementation, the Private Economy Promotion Law took less than 18 months, which fully reflects the Party and the state's concern and care for "owners" private enterprises.
