Cities are an important carrier of modernization and an important space for the people's high-quality life. The "Opinions on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities" recently issued by the General Office of the CPC Central Committee and the General Office of the State Council propose that by 2030, the construction of new urban infrastructure will achieve remarkable results, and promote the construction of a number of high-level resilient cities, and the safety and resilience of cities will continue to improve, so that urban operations will be safer, more orderly, smarter and more efficient.
Resilient cities refer to the type of cities that can withstand disasters, reduce losses, and reasonably allocate resources to achieve rapid recovery. my country has the largest number of large cities and urban populations in the world. Urban governance faces many risks and challenges, and it is urgent to further enhance urban resilience and risk resistance.
Resilient urban construction is a systematic project. At present, the new generation of information technology is promoting profound changes in urban production, life and governance methods. Especially in recent years, the widespread use of digital and intelligent technology such as big data, cloud computing, and artificial intelligence in urban management has promoted the transformation of traditional risk governance, improved emergency response efficiency, and provided new opportunities for resilient urban construction.
For the construction of high-level resilient cities, the current relevant technologies and application scenarios are not perfect enough, and cities of different regions and sizes still have differences in digital construction. We need to follow scientific laws, build comprehensive and comprehensive resilience indicators, expand the path to help cities operate safely and orderly through digitalization, and explore the formation of resilient urban construction methods with Chinese characteristics, so that the people's sense of gain, happiness and security will be more fulfilling, more secure and more sustainable.
Empower urban infrastructure construction with numbers and build a solid foundation for security. In recent years, many cities in my country have initially built a smart city digital base and the smart "smart brain" intelligent center running on it. The emergency system established on this basis can give machines and equipment stronger learning and computing capabilities, dynamically identify and correlate urban risks, and then control security risks in urban operation. When disaster shocks occur, relying on the network connection attributes of the digital infrastructure, a three-dimensional network with interconnected different subjects can be built, so that the emergency system can respond quickly and start in time, and can conduct scenario deduction and intelligent analysis of risk events to achieve dynamic adjustment.
Use digital technology to improve the level of urban management and promote fine management. The rapid iteration and integration of technology are promoting innovation in urban management systems and mechanisms, thereby improving the level of intelligent and refined decision-making and achieving more scientific and effective urban safety management. For example, with the deep integration of digital technology with urban market scenes, new ways and new means have been given to disaster prevention, mitigation and relief capabilities and emergency system construction, natural disaster prevention and control such as earthquakes and floods, and urban lifeline risk monitoring and early warning. Digitalization and intelligence assist precise decision-making can make emergency response more scientific. For example, digital modeling and digital portrait of cities based on digital twin technology will help improve the management and service capabilities of the city throughout its life cycle and make urban management smarter and more efficient.
Enhance social interaction with digital platforms and promote collaborative governance. At present, the widespread application of digital platforms has made the connection between people closer, enhanced the ability of mutual assistance and cooperation among residents, and helped to more effectively exert the overall function of resilient cities. For example, establishing a public governance platform and data sharing mechanism can ensure vertical linkage and horizontal coordination of emergency organizations, realize division of labor and cooperation among various departments, and form an emergency synergy. At the same time, the enhanced coupling between digital platforms and social governance is conducive to forming group wisdom in cross-border cooperation, solving problems such as insufficient endogenousness, limited resources, and aging of facilities in some old urban areas through sharing risks and costs, and enhancing the city's resistance to stress when dealing with risks.
