Ministry of Finance: National general public budget expenditure increased by 3.4% year-on-year in the first two months of this year

CCTV News: The Ministry of Finance announced the fiscal revenue and expenditure from January to February 2025.

1. Revenue and expenditure of the national general public budget

(I) Revenue and revenue of the general public budget.

From January to February, the national general public budget revenue was 438.56 billion yuan, a year-on-year decrease of 1.6%. Among them, the national tax revenue was 3634.9 billion yuan, a year-on-year decrease of 3.9%; non-tax revenue was 750.7 billion yuan, a year-on-year increase of 11%. By the central and local perspectives, the central general public budget revenue was 1949.9 billion yuan, a year-on-year decrease of 5.8%; the local general public budget revenue at the same level was 243.57 billion yuan, a year-on-year increase of 2%.

The main tax revenue items are as follows:

1. Domestic value-added tax is 1512.8 billion yuan, an increase of 1.1% year-on-year.

2. Domestic consumption tax was 407.9 billion yuan, an increase of 0.3% year-on-year.

3. Corporate income tax was 911.3 billion yuan, a year-on-year decrease of 10.4%.

4. Personal income tax was 413.4 billion yuan, an increase of 26.7% year-on-year.

5. Value-added tax and consumption tax of imported goods were RMB 262.5 billion, a year-on-year decrease of 9.4%. Tariffs were RMB 31.6 billion, down 16.2% year-on-year.

6. Export tax rebate was 507.4 billion yuan, an increase of 16.9% year-on-year.

7. Urban maintenance and construction tax was 109.3 billion yuan, an increase of 1.8% year-on-year.

8. Vehicle purchase tax was 34.8 billion yuan, a year-on-year decrease of 32.5%.

9. Stamp duty was 84.9 billion yuan, an increase of 16.9% year-on-year. Among them, the stamp duty for securities transactions was 23.8 billion yuan, an increase of 58.9% year-on-year.

10. Resource tax was 52.1 billion yuan, a year-on-year decrease of 1.3%.

11. Deed tax was 73.1 billion yuan, a year-on-year decrease of 21.7%.

12. Property tax was 74.5 billion yuan, an increase of 9.8% year-on-year.

13. Urban land use tax was 34.6 billion yuan, an increase of 5.3% year-on-year.

14. Land value-added tax was 87.8 billion yuan, a year-on-year decrease of 22.1%.

15. The tax on arable land occupation was 21.8 billion yuan, a year-on-year decrease of 4%.

16. Environmental protection tax was 5.6 billion yuan, an increase of 10.6% year-on-year.

17. The total revenue of other taxes such as vehicle and ship tax, ship tonnage tax, tobacco leaf tax, etc. was 24.3 billion yuan, an increase of 1% year-on-year.

(II) General public budget expenditure.

From January to February, the national general public budget expenditure was 4509.6 billion yuan, an increase of 3.4% year-on-year. By the central and local perspectives, the central general public budget expenditure at the same level was 524.2 billion yuan, an increase of 8.6% year-on-year; the local general public budget expenditure was 398.54 billion yuan, an increase of 2.7% year-on-year.

The main expenditure items are as follows:

1. Education expenditure is 737.7 billion yuan, an increase of 7.7% year-on-year.

2. Science and technology expenditure was 112.2 billion yuan, an increase of 10.6% year-on-year.

3. Spends on culture, tourism, sports and media were 50.7 billion yuan, a year-on-year increase of 5%.

4. Social security and employment expenditure was 854 billion yuan, an increase of 6.7% year-on-year.

5. Health expenditure was 351.2 billion yuan, an increase of 0.6% year-on-year.

6. Energy conservation and environmental protection expenditure was 79.5 billion yuan, an increase of 1% year-on-year.

7. Urban and rural communities expenditure was 342.7 billion yuan, a year-on-year decrease of 6.6%.

8. Agricultural, forestry and water expenditure was 297.4 billion yuan, a year-on-year decrease of 10.5%.

9. Transportation expenditure was 191.6 billion yuan, an increase of 2.3% year-on-year.

10. Debt interest payment expenditure was 156.8 billion yuan, an increase of 19.7% year-on-year.

2. National government fund budget revenue and expenditure situation

(I) Government fund budget revenue situation.

From January to February, the national government fund budget revenue was 638.1 billion yuan, a year-on-year decrease of 10.7%. By the central and local perspectives, the central government fund budget revenue was 80.8 billion yuan, an increase of 7.1% year-on-year; the local government fund budget revenue was 557.3 billion yuan, a decrease of 12.9% year-on-year, of which the revenue from state-owned land use rights was 474.4 billion yuan, a decrease of 15.7% year-on-year.

(II) Government fund budget expenditure.

From January to February, the national government fund budget expenditure was 1135.8 billion yuan, an increase of 1.2% year-on-year. By the central and local perspectives, the expenditure of the central government fund budget at the same level was 46 billion yuan, an increase of 74.2% year-on-year; expenditure of the local government fund budget was 1089.8 billion yuan, a decrease of 0.6% year-on-year. Among them, expenditure related to the transfer of state-owned land use rights was 654.3 billion yuan, a decrease of 19.2% year-on-year.
