The "Opinions" proposes that it is necessary to build a four-innovation linkage support system: optimize entrepreneurship training, entrepreneurship services, entrepreneurship incubation, and entrepreneurship activities: improve entrepreneurship training and improve entrepreneurship capabilities throughout the whole process. Strengthen the cultivation of entrepreneurial awareness, improve the entrepreneurial education system, stimulate workers' entrepreneurial awareness, and train innovative thinking.
