CCTV News: According to the website of the Ministry of Finance, recently, the Ministry of Finance, the Ministry of Industry and Information Technology, and the Ministry of Transport issued the "Notice on Carrying out the Pilot Application for the 2025 County Charging and Swap Facilities to Make Up for the Shortcomings", which proposed that 75 pilot counties will be supported in 2025. The details are as follows: In order to accelerate the filling of shortcomings in public charging and swapping facilities in rural areas and further release the consumption potential of new energy vehicles, according to the "Notice on Carrying out the Pilot Work of Compensating for the Shorts of County Charging and Swap Facilities" (Caijian [2024] No. 57, hereinafter referred to as the "Pilot Notice"), the relevant work notice for 2025 is as follows: 1. Optimize the application conditions. Two or more counties are encouraged to jointly apply for pilot projects (hereinafter referred to as joint pilot counties), and as a whole, they will jointly complete pilot tasks and assessment and other related work. The joint pilot counties occupy a pilot county quota. The joint pilot county should clarify a leading county, and the leading county should coordinate the pilot application and subsequent construction and operation of public charging and swapping facilities, and the allocation of reward funds. Municipal districts that meet the conditions can apply for joint pilot counties and make good scenario linkage with surrounding provinces, cities and counties. The number of cars in prefecture-level cities where the pilot counties are located should not be less than 250,000 vehicles in 2024.
2. Scientifically determine the pilot quota. 75 pilot counties are planned to be supported in 2025. The three departments allocate provincial pilot counties based on the current development status and future potential of local new energy vehicles and public charging and swap facilities, regional area, number of counties (county-level cities) in the province, current financial situation, the 2024 pilot province public charging and swap facilities connected to the new energy vehicle public charging and swap infrastructure reward fund liquidation platform (hereinafter referred to as the clearing platform), and the 2024 performance appraisal results.
3. Encourage the application of new technologies. For Vehicle-Net Interactive (V2G) projects with clear display effects in pilot areas (in principle, the total discharge power of V2G projects in pilot areas shall not be less than 14,000 kilowatts in principle, and the total discharge volume during the pilot period shall not be less than 14,000 kilowatt hours), the number of standard piles can be converted according to the coefficient of the total power of the project divided by 3 times the 120 kilowatts (rounded downward). The converted standard piles are included in the year that meets the policy indicator requirements for the first time (the first batch of 67 pilot counties that have passed the filing in 2024 shall be subject to the implementation).
4. Strengthen platform supervision. Public charging and swapping facilities in pilot counties should use the "direct connection" method to upload operating data to the clearing platform in real time, and encourage dual-channel transmission of "direct connection + interconnection" method. All provinces can build public charging and swap facility platforms (hereinafter referred to as provincial platforms) according to local conditions. The clearing platform is responsible for receiving direct connection data of public charging and swap facilities transmitted by provincial platforms. Provincial platforms need to ensure "direct connection" with public charging and swap facilities in pilot counties to ensure the authenticity and reliability of the data. All provinces are responsible for the authenticity of the data of public charging and swapping facilities in pilot counties, and increase supervision and management through platform monitoring, on-site verification and other methods. The three departments will organize third-party institutions to conduct random inspections of the data on the liquidation platform in a timely manner. Once the data is found to be falsified, they will be punished such as canceling the qualification of the pilot county, recovering the extra-allocated reward funds, and including the list of dishonest debts. The three departments have reviewed the completion of the task goals of the pilot counties through material review, on-site spot checks, etc., and used the liquidation platform to review the completion of the task goals of the pilot counties.
5. Strictly use funds. The central government's financial incentive funds are specially used to support the pilot work of filling the gaps in county charging and swapping facilities. They are coordinated by local governments to support the construction and operation of public charging and swapping facilities in pilot counties, distribution network transformation and energy information management and other related expenditures. They shall not be used for the construction of centralized public charging and swapping stations, centralized special charging and swapping stations, community public charging and swapping facilities sharing, and charging and swapping network construction and operation under the support of other national-level charging and swapping facilities construction and application promotion or pilot demonstration projects. For public charging and swapping facilities projects that have enjoyed super-long-term special treasury bonds and central budget investment support, the pilot reward funding support shall not be repeatedly applied for.
6. Regarding other declaration requirements. All provinces should organize pilot counties to prepare pilot application implementation plans in accordance with the relevant requirements of the "Pilot Notice". Further strengthen the connection between county charging and swapping facilities and rural roads and other transportation infrastructure and supporting facilities along the route, expand application scenarios, and comprehensively consider the spatial layout of new public charging and swapping facilities and existing facilities to avoid duplicate construction and effectively improve utilization. Pilot counties can study appropriately adding electric heavy truck charging and swapping facilities to support the accelerated electrification of heavy trucks. Each province will determine the list of pilot counties in the province through competitive evaluation, and submit the list of pilot counties and the pilot implementation plan to the three departments for filing in accordance with procedures before March 13, 2025, and upload the electronic version of the relevant materials to the liquidation platform.
Pilot counties should, in principle, promote pilot-related work strictly in accordance with the implementation plan. If they cannot fully implement the registered implementation plan (including the first batch of pilot counties) due to factors such as land expropriation, power transformation, and force majeure, they can apply for structural adjustments to the construction scenarios, construction locations and other contents in the implementation plan without reducing the total number of public charging and swapping facilities (standard piles) and actual total power targets, and the county-level people's government will specify the necessity of adjustment and the content of adjustment, and submit them to the relevant provincial departments step by step with the implementation plan task adjustment application form (the electronic version of the relevant materials is uploaded simultaneously to the liquidation platform). The relevant provincial departments should issue clear opinions on the adjustment plan, and submit them to the three departments for filing and review of the application for adjustment of the implementation plan of the pilot county. After the review is approved, the pilot county will implement it in accordance with the reference.
The matters not specified in this notice shall be implemented in accordance with the "Pilot Notice".
