The second is to improve the long-term management mechanism for assisting assets. As we all know, since the fight against poverty, the state has invested a large scale of assets, which is an important support for the continued assistance in the future. At present, some assistance assets also have problems such as unclear ownership, poor management and maintenance, idle waste, and difficulty in disposal in their use and management, and some have even been illegally occupied and lost. The Central Document No. 1 proposes that a unified asset registration and management ledger should be established, and the full-process supervision systems such as asset formation, right confirmation and transfer, management and operation, and income distribution should be improved, so as to clarify who will manage, what and how to manage it, and ensure that operating assets will maintain value and increase efficiency and public welfare assets will continue to play a role.

The third is to study and formulate a policy system for assistance after the transition period. For low-income rural populations, the focus is on coordinating the identification and monitoring of low-income rural populations and preventing relapse into poverty, strengthening development-based assistance to low-income rural populations with the ability to work, strengthening the bottom-line guarantee for social assistance, focusing on stimulating endogenous motivation, and enhancing the "hematopoiesis" function. For underdeveloped regions, the focus is to promote the revitalization and development of these regions, increase policy tilts in a targeted manner, and provide differentiated support through mechanisms such as east-west cooperation and targeted assistance, so that underdeveloped regions can gradually catch up in the process of modernization.
