The Central Document No. 1 actively responds to people's livelihood concerns in addressing prominent issues in the areas of farmers going to school to see a doctor, taking care of the elderly and taking care of the children.
In terms of education, the focus is on optimizing the allocation of regional educational resources and running boarding schools and necessary small-scale schools. The document particularly emphasizes comprehensively strengthening the management of nutritional meals for rural students to ensure food safety and standardized use of funds.
In terms of medical care, the focus is to promote the downward trend of medical and health personnel and services, and run central township health centers well, so that farmers can seek medical treatment more conveniently. For rural residents who have been involved in basic medical insurance for continuous insurance and zero reimbursement in the same year, certain incentives will be given by increasing the maximum payment limit for serious illness insurance the following year, so that farmers who have participated in the insurance will benefit.
In terms of elderly care, the focus is on targeting the trend of aggravation in rural aging, focusing on the pain points of rural elderly care, improving the rural elderly care service system, gradually improving the basic pension for urban and rural residents' basic pension insurance, and solving the worries of farmers' elderly care.
