The Central Committee of the Communist Party of China and the State Council publicly issued the "Opinions on Further Deepening Rural Reform and Solidly Promoting the Comprehensive Revitalization of Rural Areas." This is the 13th "No. 1 Document" that has been issued continuously by the Central Committee since the 18th National Congress of the Communist Party of China to guide the work of "agriculture, rural areas and farmers". It reflects the Party Central Committee with Comrade Xi Jinping as the core's consistent emphasis on the work of "agriculture, rural areas and farmers", and the policies of strengthening agriculture, benefiting farmers and enriching farmers continue to be strengthened. Doing a good job in the "three rural issues" is of great significance to the Chinese-style modernization construction. At present, all regions and departments should implement the Central Document No. 1 and take effective measures to strengthen agriculture and consolidate the foundation.

The work of "agriculture, rural areas and farmers" is a "ballast stone". In 2024, my country's grain production reached a new level, with total output exceeding 1.4 trillion jin for the first time, and the per capita disposable income of rural residents reached 23,119 yuan, an actual increase of 6.3% over the previous year. The construction of livable and business-friendly and beautiful rural areas has made positive progress, and the comprehensive revitalization of rural areas has shown a vibrant scene. In the complex and severe domestic and international situation, the "three rural" work has achieved hard-won achievements, made important contributions to promoting high-quality economic and social development, and has enhanced our confidence and won the initiative for overcoming difficulties, forging ahead.

To strengthen agriculture and strengthen the foundation, we must grasp the situation. This year marks the end of the 14th Five-Year Plan and is also an important year for further comprehensive deepening of reforms. At present, the uncertainty and unpredictable factors faced by my country's development are increasing. The more we respond to risks and challenges, the more we must consolidate the foundation of the "three rural issues". General Secretary Xi Jinping emphasized, "Accelerate the pace of agricultural and rural modernization, promote a more stable agricultural foundation, a more prosperous rural area, and a more prosperous life for farmers." We must insist on solving the "three rural issues" as the top priority of the whole party's work, resolutely complete the "two sustains and four focus" work tasks clearly defined in the Central Document No. 1, and do everything possible to promote agricultural efficiency, rural vitality, and farmers' income, which will surely provide basic support for promoting Chinese-style modernization.

To strengthen agriculture and strengthen the foundation, we must focus on grain production. Food security is the "big thing for the country." It is difficult to climb the hill and easy to slide. It is slow to go up and fast to go down. The more grain output reaches a new level historic level, the more we must be prepared for danger in times of peace and not be paralyzed and relaxed. The Central Document No. 1 puts "continuously enhancing the supply guarantee capacity of important agricultural products such as food" first, reflecting the strategic considerations for ensuring national food security. From deepening the large-scale yield improvement action for grain and oil crops, to strengthening the protection and quality improvement of cultivated land, and promoting the coordinated research of agricultural science and technology forces, from building a diversified food supply system, to improving the long-term mechanism for grain and food conservation, we will consolidate the foundation of national food security in all aspects, adhere to the work of output capacity, production ecology, and increase production and income, and effectively improve the comprehensive benefits and competitiveness of agriculture, so as to achieve China's rice bowl more steadily and firmly.

Strengthening agriculture and solidifying the foundation requires consolidating the results of poverty alleviation. The achievements of poverty alleviation have gone down to history and are hard-won. Consolidating and expanding this great achievement is not only a reflection of responsibility to history and the people, but also a prerequisite and bottom line for promoting the comprehensive revitalization of rural areas. This year is the last year of the five-year transition period. We must be cautious and take responsibility, carefully monitor and assist in preventing poverty relapse, improve the assistance policy system after the transition period, and ensure a smooth and orderly transition. We must be clear-headed that the current risk factors for poverty relapse still exist, such as natural disasters, market price fluctuations in agricultural products, family-level risks, etc. The ability of a few poverty-stricken areas to "transfusion" to "hematopoiesis" is not enough. Implementing the deployment of the Central Document No. 1 requires us to strengthen bottom-line thinking and resolutely defend the bottom-line of avoiding large-scale relapse into poverty; at the same time, we strengthen precise thinking, coordinate the establishment of a rural mechanism to prevent relapse into poverty and poverty, and a stratified and classified assistance system for low-income and underdeveloped areas, and continuously improve the pertinence and effectiveness of assistance work.

We must thoroughly study and apply the experience of the "Ten Million Project", actively develop rural industries that enrich the people, continuously improve the rural living environment, prosper rural culture, promote the transformation of customs and customs, and improve the level of rural industrial development, rural construction, and rural governance. Deepening rural reform is an important magic weapon to promote the comprehensive revitalization of rural areas. We must stabilize and improve the rural land contract relationship, and orderly promote the pilot program for the second round of land contracts to extend for another 30 years after the expiration, so as to ensure that the original contracted land of the vast majority of farmers is generally extended and maintained stability.
