"An important direction of national data work this year is to vigorously promote the market-oriented and valued data elements, so that the value of data is reflected in enterprises' cost reduction and efficiency improvement, in cultivating new quality productivity, and in empowering high-quality economic and social development." Recently, the National Data Administration held a press conference to introduce the overall development and utilization of public data resources across the country. Chen Ronghui, deputy director of the State Data Administration, said that to promote the value of data, public data must take the lead and truly provide and use public data resources.

In recent years, the policy of development and utilization of public data resources has become increasingly complete, and the implementation path has been continuously clear. All localities and departments have continued to explore orderly promoting data sharing, accelerating data development and utilization, and continuously cultivating application scenarios. Chen Ronghui said that in the next step, public data development and utilization will lead the integrated application of data from all parties, create multiple application scenarios and models for data utilization, and better release the value of data elements.

Promoting the application of government data sharing

Coordinating the promotion of government data sharing is an important part of deepening the reform of data element allocation and expanding the supply of public data resources. In the process of exploring the government data sharing system and implementation paths, various localities and departments have formed relevant experiences. As one of the eight pilot provinces selected as the national public data resource development and utilization in 2020, Fujian has issued the "Fujian Province Government Data Management Measures" and the "Fujian Province Government Data Sharing Management Implementation Rules", which clarified the management model of unified aggregation and unified sharing of public data. According to Guo Wenzhong, director of the Fujian Provincial Data Management Bureau, relying on the public data aggregation and sharing platform at the provincial and municipal levels, it has connected to more than 2,000 government information systems in the province and gathered more than 180 billion effective data. Fujian has basically realized that the provincial government information system is "accessible" and the province's public data is "accessible".

On December 31, 2024, the General Office of the State Council issued the seventh batch of "Responsibility List for Government Data Sharing" and the fifth batch of "Responsibility List for Vertical Management Business System Docking", providing strong support for further promoting orderly sharing of government data and effective system docking, and better serving the construction of digital government, especially the implementation and effectiveness of "Efficiently Doing One Things".

"Through mechanism arrangements, streamline and merge reports, strictly control new reports, and clarify data governance and sharing responsibilities around 'one number, one source and one standard', promote 'one-time reporting, multiple parties', and promote data from 'requiring from the grassroots level' to 'taken from the system', effectively reducing the burden of repeated counting of grassroots cadres." Chen Ronghui mentioned that in the next step, data will be promoted at the same time and support grassroots cadres to use data to better serve enterprises and the people.

Explore public data authorization operation

Authorization operation is a new way of data supply. The purpose is to manage and process public data by introducing professional forces, form data products and services, and better meet social data needs and better promote the development of the digital economy while ensuring safety.

All localities have also made some explorations in the context of public data authorization operations. For example, Jiangxi has established a price coordination mechanism composed of multiple departments to strengthen the pilot pre-charge guidance of public data resource authorization operation; Fujian has introduced an innovative unified public data authorization operation model, and has also built a provincial public data resource development service platform to provide public data resource development services to the society. At present, more than 100 authorized operation application cases have been launched.

On March 1 this year, the National Public Data Resources Registration Platform will be officially launched for trial operation. According to reports, this platform is not only a management system for public data resources, but also a window for information disclosure and resource discovery. The whole society can come here to find data and products.

"After the registration platform is launched, the number supply unit can publish data resources and product information through the registration platform. The number user can come here to find data resources, and in the future, it can also publish data demands to better achieve supply and demand docking." Chen Ronghui said that through registration work, grasping the national public data resource base and strengthening the disclosure of authorized operation information will also promote the standardization and transparency of authorized operation.

Create more data application scenarios

Data value must be realized in scenario applications. According to reports, in recent years, the National Data Administration has worked with relevant localities and departments to focus on creating a number of exemplary data application scenarios and explore the formation of replicable and popularizable models. Following the release of the first batch of "Key Contact Demonstration Scenarios of the National Data Administration" in October last year, the National Data Administration recently released the second batch of lists, including 20 application scenarios.

Chongqing uses public data to empower the intelligent connected new energy vehicle industry and is included in the second batch of demonstration scenarios. Dai Xiaohong, director of the Chongqing Big Data Application Development Administration, introduced that by connecting the "four sides" data on the government side, the industry side, the equipment side, and the enterprise side, Chongqing has built a vehicle-road cloud control platform, integrating smart cars, smart roads, reliable clouds and powerful networks, and promoting the transformation and upgrading of old-fashioned automobile production bases to the intelligent connected new energy vehicle industry.

"All regions and departments also attach great importance to the role of data elements. For example, this year's Fujian Provincial Government Work Report proposes to deepen the 'Thousands of Industry' action, focus on key areas, and cultivate more digital application scenarios; Chongqing City proposes to expand data circulation and value demonstration, and cultivate new business forms of real-number integration." Chen Ronghui said. Chen Ronghui said that in the next step, the National Data Administration will accelerate the implementation and effectiveness of the reform of public data resource management and operation mechanisms, further enhance the driving force for the release of data resource value, create multiple application scenarios and models for data utilization, and better release the value of data elements.
