In the past few days, the Beijumahe storage project site in Zhuozhou, Hebei Province is under intense construction, with nearly 100 machines operating day and night. After the project is completed, the flood detention capacity will reach 70 million cubic meters, which not only improves the flood control standards of Zhuozhou City, but also provides strong support for the overall flood control system in the Haihe River Basin.

my country has a shortage of water resources, uneven distribution of time and space, and frequent floods and droughts. It is one of the countries with the most arduous water control tasks in the world. Therefore, the construction of water conservancy infrastructure has a long way to go.

General Secretary Xi Jinping presided over meetings to study water conservancy work on many occasions, and made a series of important instructions on ecological protection and high-quality development in the Yellow River Basin, development of the Yangtze River Economic Belt, water security guarantee, flood control and drought relief, and construction of major water conservancy projects. General Secretary Xi Jinping proposed the idea of ​​"water conservation first, spatial balance, systematic governance, and two-hand efforts". He emphasized that to promote Chinese-style modernization, we must take into account the issue of water resources, determine cities, land, people, and production, and develop water-saving industries.

On the basis that the investment in water conservancy construction has exceeded one trillion yuan for three consecutive years, this year my country continues to increase its efforts in water conservancy engineering construction, with funds focusing on the fields of basin flood control projects, major national water network projects, water ecological environment governance, hydrological infrastructure and digital twins.

Focus on the flood control engineering system in the basin. This year, the Yangtze River Basin has launched the reinforcement of key dikes in Dongting Lake and Poyang Lake, and vigorously promoted the construction of flood storage and detention areas.

At present, the South-to-North Water Diversion Center Transmission and Replenishment Project in Yichang, Hubei is under intense operation. The cumulative footprint of the No. 6 flat cave has exceeded 60 meters, and the excavation task of the traffic tunnel will be completed within the year. In the Yellow River Basin, the construction site of the Guxian Water Conservancy Hub Project, an important node project of the National Water Network, 63 sets of mechanical equipment roared, and more than 200 builders worked day and night. At present, the excavation of the diversion tunnel has entered a critical period. It is planned to start the construction of the main hole in March to ensure that the entire diversion tunnel is completed in 2025.

Focus on implementing a new round of grain capacity improvement project with a hundred billion jin. This year, my country has accelerated the modernization of more than 150 large and medium-sized irrigation areas.

In Xinyuhe Irrigation District, Nanjing, Jiangsu, the newly built digital twin platform can accurately grasp every pump station facility in the irrigation area and customize scientific irrigation plans for farmers.

This year, my country will further improve the rural water supply guarantee system, accelerate the construction of county-level smart management service platforms, and strive to achieve a national rural tap water penetration rate of 96% by the end of 2025.

In order to ensure the smooth implementation of water conservancy projects, the Third Plenary Session of the 20th Central Committee of the Communist Party of China put forward more specific requirements for the reform of water conservancy investment and financing. This year, my country will expand diversified investment and financing channels such as ultra-long-term special treasury bonds, local government special bonds and financially supported water conservancy policy tools.

The rivers and lakes are surging, and the weather is endless. On the land of China, major water conservancy projects that open mountains and holes and winding modern irrigation canals are providing strong water security guarantees for the comprehensive construction of a modern socialist country.
