Cao Yujuan was one of the earliest scholars to propose the concept of "transfer of industries across the top" and one of the first experts to enter ASEAN to promote and recommend China-ASEAN Information Port. Based on solid field research, she took the lead in completing the first provincial digital Silk Road construction plan in China.

Cao Yujuan also took the lead and directed the major project of the autonomous region, "Research on countermeasures for the construction of Guangxi to undertake industrial transfer clusters and help build a convenient operation of domestic and international dual circulation markets."

Cao Yujuan suggested that relevant departments closely follow the two main lines of the full chain of RCEP cross-border industry and the entire life cycle of enterprises, establish an onshore RCEP demonstration project cluster area and offshore innovation center, offshore financial center and offshore big data center, and integrate and implement a number of RCEP facilitation rules to build a "onshore + offshore" market operation "super convenience store" to further improve the global resource allocation capabilities.
