At present, my country is in a critical stage of high-quality development. Traditional industries have entered a downward channel, and the output of some traditional industrial products has reached or approached its peak; technological changes have accelerated, and emerging industries that meet the trend of changing demand and conform to the development direction of new quality productivity, and will drive industrial upgrading in the future. The market has fluctuations, the economy has fluctuations, the structure is adjusting, and the system is changing. In the complex context of multiple factors, it is inevitable that the development of the private economy will encounter difficulties and problems. It is the adjustment pressure brought by the changes in the objective environment. Whether new development space can be opened up through technological innovation, product innovation and business model innovation is a good topic of the times.

Just like a Rocket needs to have multi-stage power propulsion to enter the predetermined orbit, economic development also requires the connection between old and new kinetic energy to achieve transformation and rebalancing. During this connection period, "differentiation" is the most obvious feature. Differentiation will make some companies feel uncomfortable and painful, but it will also lead to nirvana and rebirth. The development practice of the private economy shows that anyone who actively adapts to the requirements of high-quality development and attaches importance to innovation and quality and efficiency will have a relatively good development trend and can stand out from the differentiation of economic operation; some of them are slow to react, stay in place and wait and endure, taste the pain, and eventually learn lessons, actively promote reform and innovation, and strive to catch up. Local difficulties cannot cover up the overall positive trend, actively adapt to the general trend of the transformation of new and old kinetic energy, and timely adjustments can avoid and overcome various wrong tendencies and understandings such as generalization, subjective assumptions, and even ulterior motives, confusing the public.

Looking at the world, the century-long changes have accelerated, global trade protection has intensified, and some countries have built "small courtyards and high walls" to try to curb international scientific and technological exchanges and cooperation, bringing greater uncertainty to the global economy. Affected by this, my country's economic operation is under pressure, and the development of the private economy is also facing new problems, such as the increasing difficulty of innovative development and the squeeze of profit margins. However, from the comprehensive analysis of the macro environment, basic conditions, development trends, etc. in the current and future period, the basic trend of my country's economy recovering and improving in the long term has not changed, and the healthy development and high-quality development of the private economy still have solid support and unique advantages. In the new era and new journey, my country's social productivity will continue to leap, people's living standards will steadily improve, and reform and opening up will be further deepened in an all-round way, which contains huge development potential. By giving full play to the advantages of the talent team and labor resources, industrial system and infrastructure system, and seizing the opportunities of industrial upgrading and consumption upgrading, the private economy can move to a broader world.

Supporting the development of private enterprises is the consistent policy of the Party Central Committee. But we must also see that in recent years, many policies and measures have been introduced to support the development of the private economy, and many of them have not been implemented well and the results have not been effective. Some departments and localities have failed to understand the major policies and policies of the Party and the state to encourage, support and guide the development of private enterprises and have deviations in their implementation; some policies have failed to accurately grasp the "time, degree and effectiveness" during the implementation process, and have not left the necessary adaptation and adjustment period for enterprises; some departments' policies and requirements themselves have no problems, and together they will cause "collisions" or even "fights", resulting in "synthesis fallacies". This leads to some deep-seated problems that enterprises still reflect, which affect development expectations to a certain extent.

Reform and the rule of law are both key measures to solve deep-seated problems. "We must resolutely break down various obstacles to equal use of production factors in accordance with the law and fair participation in market competition, and continue to promote fair opening of infrastructure competitive fields to all types of business entities." "Illegal behaviors of enterprises of all types of ownership cannot be avoided and investigated." "We must conscientiously implement various relief policies, improve policy accuracy, pay attention to comprehensive measures, and treat enterprises equally." "We must improve the corporate governance structure in accordance with the requirements of the modern enterprise system with Chinese characteristics, standardize shareholder behavior, strengthen internal supervision, and improve risk prevention mechanisms"... A series of policy measures at this symposium reflect the core elements of a law-based business environment, which are closely related to the construction of a stable, transparent and predictable legal environment.

Accelerate the legislative process of the law on promoting the private economy, implement the important arrangements of the Third Plenary Session of the 20th CPC Central Committee, take the rule of law as a clear main line throughout the construction of the business environment, break down institutional and mechanism barriers, and use the power of the rule of law to equally protect the property rights and legitimate rights and interests of all types of business entities...
