CCTV News: Recently, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the Ministry of Culture and Tourism jointly issued the "Three-Year Action Plan for Optimizing the Consumption Environment (2025-2027)" (hereinafter referred to as the "Action Plan"), and carried out in-depth implementation of five major actions, including quality improvement in consumer supply, optimization of consumption order, improvement of consumer rights protection, co-governance of consumption environment, and leading the consumption environment, to break down the prominent pain points and difficulties reflected by consumers and boost consumer confidence.

Five actions to break through pain points and boost consumer confidence

In implementing consumer supply quality actions, improve the quality of physical consumption, support consumption upgrades such as automobile products, electronic products, and home products, promote the "energy" of automobiles, "smart" of home appliances, and "renewal" of home decoration and kitchens and bathrooms; systematically build a digital consumption ecosystem, vigorously promote the integration of online and offline consumption, and create immersive and experiential consumption scenarios.

In terms of implementing consumer order optimization actions, we will strictly abide by the bottom line of consumption safety, focus on food and drugs, defective products, personal information, etc. to ensure the safety of the people's personal property, and strengthen supervision and law enforcement; continue to carry out the "iron fist" action in the field of people's livelihood, focusing on investigating and dealing with problems such as "two supers and one non-existence" in the food field, using fakes as real, using inferiors as good, and measuring cheating. Focus on the governance of "overlord terms" in industries such as online shopping, express delivery, telecommunications, decoration, maintenance, and tourism.

In implementing consumer rights protection and efficiency improvement actions, we will strengthen the source resolution of consumer disputes, promote online consumer dispute resolution and offline no-reason returns; strengthen administrative mediation, strengthen judicial protection, and strengthen the construction of consumer rights protection service sites.

In implementing the consumer environment co-governance action, implement the main responsibilities of enterprises, establish a compliance system, and improve after-sales service; strengthen social supervision and guidance, and give full play to the role of credit constraints, media supervision and consumer participation.

In terms of implementing consumer environment leadership actions, vigorously develop units and clusters such as safe consumer stores, online stores, catering, markets, scenic spots and other units and clusters; encourage regions to take the lead, explore monitoring and evaluation of the entire consumer environment; deepen international cooperation, benchmark against international advanced levels, and optimize the consumption environment for inbound personnel.

Five departments: The national consumption environment will be significantly optimized by 2027

The "Action Plan" proposes that by 2027, problems such as low supply quality, unconventional market order, insufficient rights protection efficiency will be systematically governed, the quality of goods and services will be significantly improved, consumption risks will be significantly reduced, the source governance effect of consumer disputes will be significant, operators' integrity awareness will be generally enhanced, consumption convenience, comfort and satisfaction will be greatly improved, and the national consumption environment will be significantly optimized.
