Ling Ji, Vice Minister of Commerce and Deputy Representative for International Trade Negotiation, responded that you mentioned the issue of equal participation of foreign-funded enterprises in government procurement. This issue is a general concern for foreign-funded enterprises. The Chinese government has always attached great importance to it. An important part of our continuous optimization of the business environment is to ensure the national treatment of foreign-funded enterprises. Through multiple channels such as the roundtable meetings of foreign-funded enterprises, we exchanged views on the participation of foreign-funded enterprises in China's government procurement. In May last year, we also held a special roundtable meeting on foreign-funded enterprises participating in government procurement at the Ministry of Commerce, conducted full exchanges, listened to the opinions of foreign-funded enterprises, and we responded one by one.
At the same time, relevant departments have also taken many positive measures, including cleaning up regulations and practices that hinder fair competition in the government procurement field, improving the questioning and complaints and administrative adjudication mechanisms for government procurement, and accepting and fairly handling enterprise complaints, including complaints from foreign-funded enterprises; at present, we are actively promoting the revision of the Government Procurement Law and studying and formulating specific standards for "production within China" in the government procurement field. In the "2025 Action Plan for Stabilizing Foreign Investment", we proposed "establishing a standard system for government procurement of domestic products", which means clarifying relevant standards and ensuring that domestic and foreign-funded enterprises participate in government procurement equally in government procurement. In the next step, we will actively promote these supporting rules to be implemented as soon as possible.
