First, scientifically allocate water sources. Coordinate spring irrigation and the annual agricultural production water demand, fully tap the storage capacity and water supply potential of existing water conservancy engineering facilities, and strive to increase the amount of water available for irrigation. Comprehensively analyze crop planting structure, irrigation water demand, soil moisture conditions, water resource allocation and forecast incoming water, pay close attention to the adverse factors in spring irrigation work, and plan drought resistance measures and emergency measures for different drought levels in advance. Fourth, accelerate the construction of irrigation areas. We will speed up the completion of the final work of large and medium-sized irrigation zone projects in 2024, complete the restoration of disaster, destruction, irrigation and drainage projects as soon as possible, and exert benefits as soon as possible, and at the same time accelerate the preliminary work of the reserve project. Fifth, promote water-saving technology. Vigorously promote the combination of production, education, research and application, timely select technical personnel to guide and improve ground irrigation methods, promote and apply mature and advanced water-saving irrigation technologies according to local conditions, cultivate and strengthen professional and socialized agricultural water-saving service organizations, and explore service models such as centralized engineering management and maintenance, irrigation and management.

At present, some Yellow River irrigation areas in Shanxi, Shandong, Shaanxi and other provinces in the Yellow River Basin have started water extraction and started spring irrigation work, helping winter wheat and other people to return to green. Shandong Weishan and Sichuan Yuxi River have carried out water storage work in advance, giving priority to the storage to the downstream channels of the irrigation area to alleviate the water use pressure during peak spring irrigation. The irrigation areas in the Yangtze River Basin are accelerating the winter repair of farmland water conservancy, dredging and sweeping, and restoration of water damage engineering facilities to ensure the safety and smooth water transfer during spring irrigation.
