The Action Plan includes 20 specific measures in four aspects: orderly expanding independent opening up, improving investment promotion level, enhancing the efficiency of open platforms, and increasing service guarantees, and continuously increasing efforts to attract investment and stabilize investment.

Specifically, in terms of orderly expanding independent opening up, my country will expand the pilot program for opening up the fields of telecommunications, medical care, education, etc., and study and formulate an implementation plan for the orderly expanding the independent opening up of the education and culture fields; optimize the national comprehensive pilot demonstration of expanding the opening up of the service industry, support the Beijing Demonstration Zone to play the leading role of expanding the opening up of the service industry, and further expand the scope of the pilot; promote orderly opening up the biomedical field, support qualified foreign-invested enterprises to participate in the pilot production of biological products, and facilitate the accelerated listing of innovative drugs; encourage foreign capital to carry out equity investment in China; ensure the implementation of the "Regulations on the Management of Strategic Investment of Foreign Investors in Listed Companies", and formulate and issue operational guidelines for the implementation of strategic investment.

Specific measures include continuing to build the "Invest in China" brand; increasing support for domestic reinvestment of foreign-invested enterprises; expanding the scope of industries that encourage foreign investment, guiding foreign investment to modern service industries, and supporting more foreign investment to the central, western and northeastern regions; allowing foreign investment companies to use domestic loans to conduct equity investment; encouraging multinational corporations to invest in the establishment of investment companies; facilitating foreign investors to implement mergers and acquisitions investment in China, etc.
