CCTV News: According to the website of the National Development and Reform Commission, the National Development and Reform Commission announced the collection and handling of problems reported by private enterprises in the fourth quarter of 2024.
1. Collection situation
From September 2023 to the end of 2024, the National Development and Reform Commission received 2,742 problems reported by private enterprises, (1) 1,129 paper letters; (2) 688 discussions and research; (3) 402 comprehensive service platform for the development of the private economy (on December 8, 2024); (4) 322 online letters and visits messages in the committee; (5) 164 online suggestions and suggestions column messages; (6) 37 work phone numbers. After deducting the repeated reports and non-private enterprise matters, a total of 2,266 items were included, including 870 items in arrears, 709 items in policy recommendations, 318 items in infringement disputes, 168 items in factor support, and 201 items in other categories.

2. Processing situation
For the 2,266 valid issues received, 1,097 have been processed and further tracked for effectiveness, and 1,169 are being promoted. Among them, 475 items have been processed and further tracked and investigated in the fourth quarter of 2024. The specific processing situation is as follows:
(1) 198 items have been processed and further tracked and investigated in the arrears. For example, a certain enterprise reported that the relevant local government departments owed it more than 300,000 yuan in consultation fees for 8 years. (II) Infringement disputes have been processed and further tracked and evaluated for 105 items. For example, a certain enterprise reported that it had signed an investment and shared electric vehicles cooperation agreement with the local street, but the local relevant departments stopped it on the grounds that it was only allowed to operate in a closed area, causing losses to the enterprise. After active coordination, it has helped the enterprise contact the enterprise to carry out operations on a closed campus of a university. For example, a certain enterprise reported that it had signed a cooperation agreement with a county government to build a logistics city and had invested more than 80 million yuan in the early stage, but the local government changed the plan and unilaterally breached the contract, causing losses to the enterprise. After coordination, the local government and the enterprise terminated the agreement in accordance with the law and gradually repayed the enterprise's investment through land replacement and other means.
(III) 42 items of policy recommendations have been processed and further tracked and evaluated. For example, a certain enterprise suggests organizing exchanges and cooperation among domestic mobile phone manufacturing companies to promote the healthy and healthy development of the supply chain and overseas markets. Our committee held a symposium with relevant departments, associations, and mobile phone manufacturing companies to build a communication bridge and link to promote healthy cooperation among enterprises. For example, a certain enterprise reported that the "price score" weight in bidding activities in some fields was too high, which aggravated the industry's intra-volume. After coordination, relevant departments provided business guidance to the relevant bidding companies, optimized the corresponding bid evaluation standards, and proposed policy measures to solve the problem of low prices and low quality winning bids.
(IV) The element support category has been processed and further tracked and evaluated for 40 items. For example, a certain enterprise reported that its prospecting rights had expired and hoped that the local relevant departments would approve the extension of its prospecting rights. After coordination, the local government organized multiple departments to jointly connect with the enterprise and completed the county-level review according to the procedures. The state-level review is currently being carried out. For example, some private enterprises have reported financing difficulties, we actively guide enterprises to obtain bank loan support through the coordination mechanism for financing small and micro enterprises.
(V) Other categories have been processed and further tracked and evaluated 90 items. For example, a certain enterprise reported that its bank account was frozen by the relevant parties and the enterprise was unable to carry out production and operation activities normally. After active coordination, the relevant parties unblocked some of the enterprise's accounts and the production and operation of the enterprise was restored in an orderly manner.
